But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Nevertheless, as the events of the last decade made clear, the EU's complex system of governance has been unable to achieve a democratic or constitutional legitimacy in its own right. In Power and Legitimacy: Reconciling Europe and the Nation-State, Peter L. Lindseth traces the roots of this paradox to integration's dependence on the postwar constitutional settlement of administrative governance on the national level. Supranational policymaking has relied on various forms of oversight from national constitutional bodies, following models that were first developed in the administrative state and then translated into the European context. These national oversight mechanisms (executive, legislative, and judicial) have over the last half-century developed to address the central disconnect in the integration process: between the need for supranational regulatory power, on the one hand, and the persistence of national constitutional legitimacy, on the other. In defining the ways European public law has sought to reconcile these two conflicting demands, Professor Lindseth lays the foundation for a better understanding of the "administrative, not constitutional" nature of European governance going forward.

Book excerpt: PERBACCO (a free Italian acronym for Life-cycle Performance, Innovation and Design Criteria for Structures and Infrastructures Facing Æolian and Other Natural Hazards) is a research project partly funded by the Italian Ministry for University (MIUR) in the PRIN (Progetti di Ricerca di Interesse Nazionale) framework, for the years 2004-05.Within the project, a first attempt has been made to integrate different disciplines aiming at an overall optimization of the performance of a wide range of wind exposed structures and infrastructures, with consequent benefi cial impact on the society.The overall objectives were (a) to provide unifi ed concepts for "expected performance" and "risks induced by æolian and other natural hazards", to be applied to structures and infrastructures over their whole life-cycle, such to be acceptable to stakeholders in the construction process (i.e. from the owner to the end-user), (b) to provide models and methodologies for dynamic monitoring of the performance of structures and infrastructures, to be integrated in appropriately designed procedures, and (c) to collect, refi ne, fi le and disseminate the knowledge available on a European basis, concerning the performance of wind-exposed structures and facilities, in a way such to be of use to Construction Industry. This volume summarises the main results obtained during the Project, with each Section addressing a different class of problems, to which many research Units have contributed. A list of papers containing the main results of the research activities carried out within the Project is also provided in each Section.

If more than 40 percent of adults in East Africa pay their utility bills using a mobile phone, why can’t others around the world do the same? If 8 million entrepreneurs in China--one third of them women--can use an e-commerce platform to export goods to 120 countries, why can’t entrepreneurs elsewhere achieve the same global reach? And if India can provide unique digital identification to 1 billion people in five years, and thereby reduce corruption by billions of dollars, why can’t other countries replicate its success? Indeed, what’s holding back countries from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world’s population are still offline and can’t participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies can be offset by growing risks. Startups can disrupt incumbents, but not when vested interests and regulatory uncertainty obstruct competition and the entry of new firms. Employment opportunities may be greater, but not when the labor market is polarized. The internet can be a platform for universal empowerment, but not when it becomes a tool for state control and elite capture. The World Development Report 2016 shows that while the digital revolution has forged ahead, its 'analog complements'--the regulations that promote entry and competition, the skills that enable workers to access and then leverage the new economy, and the institutions that are accountable to citizens--have not kept pace. And when these analog complements to digital investments are absent, the development impact can be disappointing. What, then, should countries do? They should formulate digital development strategies that are much broader than current information and communication technology (ICT) strategies. They should create a policy and institutional environment for technology that fosters the greatest benefits. In short, they need to build a strong analog foundation to deliver digital dividends to everyone, everywhere.

Il volume ricostruisce le fasi di questa importantissima innovazione legislativa, dalla sperimentazione all’attuazione del nuovo ordinamento contabile e dei nuovi schemi di bilancio, entrati in vigore dal 1º gennaio 2015. In particolare dà conto dei decreti di aggiornamento del D.Lgs. n. 118/2011 sull’armonizzazione contabile resisi necessari al fine di integrare i principi, correggere errori e rendere coerente l’intero sistema alla normativa sopravvenuta. Ampio spazio è dedicato allo strumento finalizzato al concorso degli Enti Locali al contenimento dei saldi di finanza pubblica: il saldo finanziario, in termini di competenza, tra entrate finali e spese finali che ha sostituito il Patto di stabilità. Una riforma che pervade sia i principi teorici, sia le norme tecniche e pratiche per la tenuta della contabilità. I principali elementi della riforma riguardano: una più ampia e approfondita definizione dei principi contabili generali e applicati; una nuova classificazione delle entrate e delle spese di bilancio; comuni schemi di bilancio preventivo, di rendiconto e di bilancio di esercizio; la redazione in termini di competenza e di cassa del bilancio di previsione; una interpretazione c.d. “potenziata” della competenza finanziaria; la tenuta obbligatoria di un sistema contabile economico-patrimoniale a fianco di quello finanziario; la redazione obbligatoria di un bilancio consolidato del gruppo dell’ente territoriale; l’introduzione del metodo della sperimentazione prima della pubblicazione delle norme definitive. La cosidetta armonizzazione contabile si inserisce in un ampio disegno riformatore, e tra gli ultimi atti con il D.L. 102/2013 prolunga a tre anni il periodo della sperimentazione sino al 31/12/2014 e allarga la partecipazione ad altri Enti territoriali, che ne presentino domanda, consentendo in tal modo una maggiore diffusione di esperienza e di nuova competenza contabile nelle amministrazioni pubbliche locali e più numerosi pareri di ritorno dalla sperimentazione. Gli elementi della riforma sono trattati nella presente opera da Autori esperti, che hanno sperimentato in prima persona la riforma contabile, o operano professionalmente sui temi considerati. Gli autori dei singoli contributi sono dirigenti e amministrativi degli Enti territoriali, commercialisti-revisori, Magistrati della Corte dei Conti, studiosi ed esperti contabili.
