Book excerpt: Gender budgeting is an approach to fiscal policy and administration that integrates considerations of women’s equality and advancement into the budget. Latin American countries have undertaken diverse gender budgeting initiatives, most of them addressing public expenditures. This paper surveys and assesses some key initiatives, including those in Mexico, Mexico City, Ecuador, Bolivia, and El Salvador, and briefly summarizes others. The five key initiatives offer different perspectives on how countries approach gender budgeting. We find that these initiatives are contributing to the reduction of gender inequality and the advancement of women in Latin America, though there is scope to strengthen them.

Beginning with an introduction to theories and concepts of gender, space and development, the book includes a brief historical review of gender in spatial planning and development throughout Europe in general, and an overview of different national frameworks in European countries, comparing legal, organisational and cultural similarities and differences. This is followed by a critical reflection on how simplifications and stereotypes of gender concepts are used in the practice of spatial development. The main part of the book offers a transnational discussion of planning practices on selected thematic topics. It starts with gender-sensitivity in urban master planning and at neighbourhood level referring to different types of planning manuals. Furthermore, the book focuses on gender-sensitive evaluation in urban planning as well as international agendas for sustainable development as a framework for a new generation of gender equality policies. The chapter authors assert that climate change, migration and austerity have threatened gender equality and therefore spatial development needs to be especially alert to gender dimensions. The editors end with an outlook and suggestions for further action and research on gender issues in spatial development. This report aims to unpack the concept of social inclusion and understand better how policies can be designed to further inclusion. First, the report offers a definition of social inclusion as the "process of improving the terms for individuals and groups to take part in society." It unpacks different domains of society that excluded groups and individuals are at particular risk of being left out of -- markets, services, and spaces. Second, the report discusses the most important global mega-trends such as migration, climate chnage, and aging of societies, which will impact challenges and opportunities for inclusion. Finally, it argues that despite these challenges, change towards inclusion is possible and offers examples of inclusionary policies.
