Since Hanna Pitkin’s seminal The Concept of Representation, the symbolic has been the least studied dimension of political representation. Innovatively adopting a discursive approach, this book - the first full-length treatment of symbolic representation - focuses on gender issues to tackle important questions such as: What are women and men symbols of, and how is gender constructed in policy discourse? It studies what functions symbolic representation fulfils in the construction of gender, what social roles get legitimized in policy discourse, and how this affects power constellations, ultimately revealing much about the relation between symbolic, descriptive, and substantive representation. Emanuela Lombardo and Petra Meier draw on theories of symbolic representation and gender, as well as rich primary material about political debates on labour and care issues, partnership and reproductive rights, gender violence, and quotas. Using this original data, the authors show that reconsidering symbolic representation from a discursive perspective makes explicit issues of (in)equality embedded within particular constructions, as well as their consequences for political representation and gender equality. This important exploration raises relevant new questions regarding the representation of gender that form valuable contributions to the fields of political science, political theory, sociology, and gender studies.

It clearly demonstrates how whilst minority groups struggle to redefine the rights of citizenship in more pluralized forms, the responsibilities of citizenship are being reaffirmed by democratic governments concerned to maintain the common political culture underpinning the nation. In this context, one of the central questions confronting contemporary state and their citizens is how recognition of socio-cultural ‘differences’ can be integrated into a universal conception of citizenship that aims to secure equality for all. Equality policies have become a central aspect of contemporary European public policy. The ‘equality/difference’ debate has been a central concern of recent feminist theory. The need to recognize diversity amongst women, and to work with the concept of ‘intersectionality’ has become widespread amongst political theory. Meanwhile European states have each been negotiating the demands of ethnicity, disability, sexuality, religion, age and gender in ways shaped by their own institutional and cultural histories. In light of that, the book contributes not only to the deconstruction of gender-blind private law, but also to the development of a gender-competent analysis of the key branches of private law, starting with private international law. Gender perspective in family law is analyzed on the basis of gendered and heteronormative operations of family law with reference to the formation of legally recognized relationships, the establishment of legal parenthood, the division of marital property after a divorce, and the arrangements for post-separation parenting. Also, regulation of family matters in Indian society and the gender equality perspective from the principle of the child’s best interest are considered.
