The Digital Library effort is also progressing, with the goal of migrating from the traditional book environment to a digital library environment. The challenge to both authors of new publications that will reside on this information domain and developers of systems to locate information is to provide the information and capabilities to sort out the non-relevant items from those desired by the consumer. In effect, as we proceed down this path, it will be the computer that determines what we see versus the human being. The days of going to a library and browsing the new book shelf are being replaced by electronic searching the Internet or the library catalogs. Whatever the search engines return will constrain our knowledge of what information is available. An understanding of Information Retrieval Systems puts this new environment into perspective for both the creator of documents and the consumer trying to locate information.

It is a demanding study, far from full grown, whose most interesting conclusions are recent. I have written a detailed account of those parts of the recent theory which I regard as established. Acknowledgements I started writing this book in 1967 at the invitation of Clifford Truesdell. It was to be a short work on the energy theory of stability and if I had stuck to that I would have finished the writing many years ago. The theory of stability has developed so rapidly since 1967 that the book I might then have written would now have a much too limited scope. I am grateful to Truesdell, not so much for the invitation to spend endless hours of writing and erasing, but for the generous way he has supported my efforts and encouraged me to higher standards of good work. I have tried to follow Truesdell's advice to write this work in a clear and uncomplicated style. This is not easy advice for a former sociologist to follow; if I have failed it is not due to a lack of urging by him or trying by me. My research during the years 1969-1970 was supported in part by a grant from the Guggenheim foundation to study in London.

In 2001, the Ford Foundation began to dedicate substantial resources toward providing disadvantaged groups with postgraduate education, a process that gave hope to many. Fellows' academic success challenged presumptions about the disadvantaged and their ability to benefit from educational opportunities in prestigious international universities. Alumni have also exhibited a deep dedication to their communities, proving there is a collective return on investing in individuals. In some regions, IFP practices have modified institutional practices in universities and other fellowship programs. Through case studies of seven countries in Asia, Africa, and Latin America, Origins, Journeys and Returns shows how nuanced approaches to defining the disadvantaged, along with flexible, local implementation of global program goals can actually counter "brain drain" and empower individuals to effect social change at home.
