Available in PDF, EPUB and Kindle. Book excerpt: This research provides a methodology for identifying high risk railway grade crossings (or black spots) in Canada. Black spots are crossings where the expected number of collisions and/or consequences exceeds some pre-set threshold. Two types of collision frequency models are developed & evaluated: a single model with warning device as an independent variable, and three separate models for the three types of warning devices (crossings with signs, flashing lights, and/or gates). For each type of model, Poisson, negative binomial, and empirical Bayesian distributions were investigated for their appropriateness to represent the variation in the observed collisions. A combined consequence score is introduced to represent the total equivalent consequence that may result from a collision at a grade crossing. A two-dimensional graphical approach is adopted for comparing risk at individual crossings on the basis of their expected collision frequency & expected consequence score. The risk graph is used to identify black spots based on a given percentage threshold value.

The degree of the risk depends on many factors such as volume train, volume of vehicles, speed of trains and vehicles, geometry of the crossing, etc. To assess the safety and risk of RR crossings, one may utilize aggregated data for the entire state or the country. Even though analysis of the aggregated data may be useful in establishing correlation among important variables, it might not be very useful for assessing the safety and risk for a given RR crossing. It is proposed to conduct a micro-level analysis to determine the risk of crashes at a given location (or a set of similar locations). The crash risk at a given crossing may depend on past crash history at that location, as well as the relation amount different elements that affect traffic safety at RR crossings. At the micro-level analysis one considers the uniqueness of each crossing and develops a risk factor for such crossings. Then, the safety and risk at system level is determined based on these individual safety and risk assessments. Phase one of this study is near completion and phase two will focus on safety and risk of accident at railroad crossing."--

These programs are suspected to develop particular safety improvement actions in order to decrease the number of accidents at highway-rail grade crossings. The current work is directed to consider various hazard index/accident prediction methodologies, carefully investigate hazard index/accident prediction methods, applied by Tennessee Department of Transportation (TDOT), develop a model to allocate available monetary resources for upgrades of highway-rail grade crossings in the State of Tennessee and maximize the total benefits in terms of accident and severity reduction. Two different approaches are proposed and a number of numerical experiments are presented to evaluate each approach.
