Growing demand and shrinking funds have so greatly stressed the child welfare system that calls for orphanages have re-entered the public debate for the first time in nearly half a century. New ideas are desperately needed to transform a system in crisis, guarantee better outcomes for children in foster care, and reduce the need for out-of-home care in the first place. Yet little is known about what works in foster care. Very few studies have examined how alumni have fared as adults or tracked long-term health effects, and even fewer have directly compared different foster care services. In one of the most comprehensive studies of adults formerly in foster care ever conducted, the Northwest Foster Care Alumni Study found that quality foster care services for children pay big dividends when they grow into adults. Key investments in highly trained staff, low caseloads, and robust supplementary services can dramatically reduce the rates of mental disorders and substance abuse later in life and increase the likelihood of completing education beyond high school and remaining employed. Although it has long been a critical service for millions of children in the United States, the increased attention given to this service in the last two decades has focused more on its inability to achieve its intended outcomes than on its successes. However, as social and political trends and new legislation reshape child welfare, policymakers and service providers continue to offer innovative policy and practice options for this child welfare service. Though use of the service has changed, family foster care remains important. Responding to a widespread sense of the "drifting" of children in care, Congress passed the Adoption Assistance and Child Welfare Act of 1980. This legislation became a key factor shaping the current status of family foster care. Its goal was to reduce reliance on out-of-home care and encourage use of preventive and reunification services; it also mandated that agencies engage in planning efforts for permanent solutions for foster children. Yet, despite federal mandates and funding, the child welfare system has continued to struggle to provide the level of services needed for children to reduce the amount of time children remain in temporary foster care. The latest response to these problems, the Adoption and Safe Families Act of 1997, established unequivocally that safety, permanency, and well-being were national goals for children in the child welfare system. To comply with the law, public and private agencies are required to initiate significant program and practice changes in the coming years to improve permanency outcomes and child well-being in family foster care. The central theme of the volume is accountability for outcomes, certainly a current driving force in child welfare as well as in other public and private service fields. This volume will be of interest to all concerned with the social welfare of children and families at the end of the twentieth century. Yet despite this avalanche of words, there is substantial disagreement with respect to the definition of evidence and how it should be used to improve the lives of children and youth. This book builds on the burgeoning evidence-informed practice movement in social welfare that evolved from evidence-based medicine some twenty years ago. Key insights from an internationally recognized group of scholars representing several child welfare systems promotes a nuanced understanding of evidence in all its forms; makes a strong case for understanding the role of context in generating, interpreting, and employing evidence; and provides guidance for integrating evidence and context in the provision of child welfare services. The book begins with an introduction to evidence-informed practice and a broad overview of the different types of evidence that can be useful in guiding difficult decisions under uncertain conditions. This is followed by a decision-making framework that incorporates the use of evidence within the context of a complex child protection system. There are more and more children needing care and, as residential alternatives dry up, more of these children are being assigned to foster families. This book reports the major findings of a two-year longitudinal study of 235 such children who entered the foster care system in Southern Australia between 1998 and 1999. As well as examining the changing policy context of children's services, the book documents the psychosocial outcomes for these children, their feedback on their experiences of care, and the views of their social workers and carers. In the process, the book examines some cherished beliefs about foster care policy and sheds new light on them. The research reveals that while most children do quite well in foster care up to the two-year point, there is a worrying amount of placement instability at a time when the concentration of emotionally troubled children in care is increasing throughout the western world. Although, surprisingly, placement instability does not appear to produce psychosocial impairment for a period of up to eight months in care, it has an extreme effect on children who are moved from placement to placement because no carer will tolerate their behaviour. These children are consigned to a life of distribution and emotional upheaval because of the lack of alternative forms of care. Another unexpected finding of the research is that increasing the rate of parental contact achieves little or nothing in relation to the likelihood of family reunification. As child welfare increasingly enters a world of research-based practice, Children in Foster Care provides some much needed hard evidence of how foster care policy and practice can be improved.
