His aircraft was shot down near a Belgian village, where he was temporarily buried. Sixty-two years later, in July of 2006, Dewar's family learned his death may have been caused by friendly fire. In Identification: Friend or Foe, author James MacLeod, Dewar's brother, who also served with the RCAF, chronicles the journey to discover the truth about Dewar's death. Through a compilation of letters and emails, MacLeod follows the path of the investigation and the ensuing conclusions. With photos included, Identification: Friend or Foe, captures a piece of history of WWII and provides closure to events that occurred more than sixty-eight years ago.

Book excerpt: This book presents a theory and empirical evidence for how security forces can identify militant suspects during counterinsurgency operations. A major oversight on the part of academics and practitioners has been to ignore the critical antecedent issue common to persuasion and coercion counterinsurgency (COIN) approaches: distinguishing friend from foe. This book proposes that the behaviour of security forces influences the likelihood of militant identification during a COIN campaign, and argues that security forces must respect civilian safety in order to create a credible commitment to facilitate collaboration with a population. This distinction is important as conventional wisdom has wrongly assumed that the presence of security forces confers control over terrain or influence over a population. Collaboration between civilian and government actors is the key observable indicator of support in COIN. Paradoxically, this theory accounts for why and how increased risk to government forces in the short term actually improves civilian security in the long run. Counterinsurgency, Security Forces, and the Identification Problem draws on three case studies: the Huk Rebellion in the Philippines post-World War II; Marines Corps’ experiences in Vietnam through the Combined Action Program; and Special Operations activities in Iraq after 2003. For military practitioners, the work illustrates the critical precursor to establishing "security" during counterinsurgency operations. The book also examines the role and limits of modern technology in solving the identification problem. This book will be of interest to students of counterinsurgency, military history, strategic studies, US foreign policy, and security studies in general.

In response to these threats, the U.S. Army and other Department of Defense (DoD) organizations have invested significantly in counter-sUAS technologies, often focusing on detecting radio frequency transmissions by sUASs and/or their operators, and jamming the radio frequency command and control links and Global Positioning System signals of individual sUASs. However, today's consumer and customized sUASs can increasingly operate without radio frequency command and control links by using automated target recognition and tracking, obstacle avoidance, and other software-enabled capabilities. The U.S. Army tasked the National Academies of Sciences, Engineering, and Medicine to conduct a study to address the above concerns. In particular, the committee was asked to assess the sUAS threat, particularly when massed and collaborating; assess current capabilities of battalion-and- below infantry units to counter sUASs; identify counter-sUAS technologies appropriate for near- term, mid-term, and far-term science and technology investment; consider human factors and logistics; and determine if the Department of Homeland Security could benefit from DoD efforts. To assist in performing this task, the Technology Warning Division of the Defense Intelligence Agency (DIA) asked the National Research Council (NRC) to undertake a study examining technology warning issues. This report provides the first part of that study. It presents an assessment of critical, evolving technologies; postulates ways potential adversaries could disrupt these technologies; and provides indicators for the intelligence community to determine if such methods are under development. The intention of this report is to establish the foundation for a long-term relationship with the technology warning community to support the examination of technology warning issues.
