With the rise of information and communication revolution, a paradigm shift is taking place in the course of human development. The material development of a country is no longer judged by what natural resources a country possesses but by the quality of the human resource it has. This paper examines the human capital requirements for development in Nigeria and the role that ICT deployment could play in developing such human capital. It uses the national ICT for Development framework to examine what relevant plans could be made for the development of human resources for national development in view of a global vision of the information society. It identifies challenges and makes useful suggestions for developing the right kind of human capital for African development.

By reviewing the contributions from the neoclassical and endogenous growth theory and empiric evidences for the link between ICT and economic growth, the paper clearly concludes that ICTs facilitate economic growth, principally by providing incentives for capital deepening and increasing productivity through rapid technological progress. However, the impact on growth is more extensive from the long-term ICT use and networking that though requires appropriate ICT investment and complementary efforts in order that spillovers and productivity improvements are triggered and exploited totally. This paper derives the key determinants and interacting factors that, in the corresponding correct synergic combination, promote ICT's impact on growth-generating processes. For a variety of reasons, the states of these factors in developing countries provide a less ICT favourable environment for taking advantage from ICTs. These economies exhibit a lower stock of human capacities and per capita capital to trigger the productivity benefits from the ICT use. Therefore, the level of effort is higher than in the developed world to receive return on ICT investment. However, when they achieve to attract capital and knowledge by encouraging ICT investment and technology transfer supported by international openness, maintained financial and institutional systems, deregulation of markets and higher competition, they have the chance to benefit from adopting best practices and technologies from the industrialized world with complementary efforts in the reorganisation of business organisations and processes and enhanced human ICT-s

The concept of human capital covers the knowledge, skills, nutrition, and health that people accumulate over their lives, enabling them to realize their potential as productive members of society. Because of the vital importance of human capital for economic growth, the World Bank has launched the Human Capital Project (HCP), which includes the Human Capital Index (HCI). The objective of the HCP is to accelerate human capital development around the world. The HCI is a cross-country metric designed to measure and forecast a country’s human capital. Sri Lanka is a lower-middle-income country seeking to become an upper-middle-income country. Developing human capital to a new and higher level will be central to achieving this development goal. After the country’s 26-year secessionist conflict ended in 2009, Sri Lanka’s economy enjoyed rapid growth at an average rate of almost 6 percent between 2010 and 2017, reflecting a peace dividend and a determined policy thrust toward reconstruction and growth. However, in more recent years there have been signs of a slowdown. The economy is transitioning from a predominantly rural economy to a more urbanized one. In the context of the HCP and the HCI, Sri Lanka Human Capital Development analyzes the main achievements and challenges of human capital development in this East Asia and Pacific island country in health and nutrition—including stunting—and in education—including the challenges posed by Sri Lankans’ low participation in higher education. The report concludes with a look at the importance of building a consensus among the public and other stakeholders to launch an ambitious human capital development program in Sri Lanka.

By using an array of indicators, each of which represents an aspect of knowledge, as independent variables in cross-section regressions that span 92 countries for the period 1960 to 2000, they show that knowledge is a significant determinant of long-term economic growth. In particular, the authors find that the stock of human capital, the level of domestic innovation and technological adaptation, and the level of information and communications technologies (ICT) infrastructure all exert statistically significant positive effects on long-term economic growth. More specifically with regard to the growth effects of the human capital stock, they find that an increase of 20 percent in the average years of schooling of a population tends to increase the average annual economic growth by 0.15 percentage point. In terms of innovation, the authors find that a 20 percent increase in the annual number of USPTO patents granted is associated with an increase of 3.8 percentage points in annual economic growth. Lastly, when the ICT infrastructure, measured by the number of telephones per 1,000 persons, is increased by 20 percent, they find that annual economic growth tends to increase by 0.11 percentage point.
