Book excerpt: This book examines the role of the international community in the handover of the Dutch colony of West Papua/Irian Jaya to Indonesia in the 1960s and questions whether or not the West Papuan people ever genuinely exercised the right to self-determination guaranteed to them in the UN-brokered Dutch/Indonesian agreement of 1962. Indonesian, Dutch, US, Soviet, Australian and British involvement is discussed, but particular emphasis is given to the central part played by the United Nations in the implementation of this agreement. As guarantor, the UN temporarily took over the territory's administration from the Dutch before transferring control to Indonesia in 1963. After five years of Indonesian rule, a UN team returned to West Papua to monitor and endorse a controversial act of self-determination that resulted in a unanimous vote by 1022 Papuan 'representatives' to reject independence. Despite this, the issue is still very much alive today as a crisis-hit Indonesia faces continued armed rebellion and growing calls for freedom in West Papua.

Of particular note is Geertz's discussion of what he famously describes as the process of "agricultural involution" in Java, where both the external economic demands of the Dutch rulers and the internal pressures due to population growth led to intensification rather than change.

In this handbook, which is a sequal to my The Stone Age of Indo nesia, I have endeavoured to assemble a comprehensive picture of the Indonesian Bronze-Iron Age from the results of excavations, innumerable stray finds in museums, and various studies scattered among numerous scientific journals and periodicals (often difficult to obtain). The resulting picture can, of course, be a tentative one only, valid until many more scientific excavations have taken place. I have added a bibliography, as complete as it was possible to assemble. The completion of this summary of the Prehistory of Indonesia has been assisted by a grant-in-aid from the Wenner Gren Foundation "The Viking Fund", New York. This book investigates the impact of vote buying on the accountability of democratic institutions and policy representation in newly democratic countries, with a focus on Indonesia. In doing so, the book presents a wide-ranging study of the dynamics of vote buying in Indonesia’s young democracy, exploring the nature, extent, determinants, targeting and effectiveness of this practice. It addresses these central issues in the context of comparative studies of vote buying, arguing that although party loyalists are disproportionately targeted in vote buying efforts, in total numbers —given the relatively small number of party loyalists in Indonesia— vote buying hits more uncommitted voters. It also demonstrates that the effectiveness of vote buying on vote choice is in the 10 percent range, which is sufficient for many candidates to secure a seat and thus explains why they still engage in vote buying despite high levels of leakage.
