Book House of Commons Public Administration Select Committee Trith to Power How Civil Service Reforem Can Succeed HC 74

Download or read book House of Commons Public Administration Select Committee Trith to Power How Civil Service Reforem Can Succeed HC 74 written by Great Britain: Parliament: House of Commons: Public Administration Select Committee and published by The Stationery Office. This book was released on 2013-09-06 with total page 364 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Public Administration Select Committee (PASC) has concluded a year-long inquiry into the future of the Civil Service with only one recommendation: that Parliament should establish a Joint Committee of both Houses to sit as a Commission on the future of the Civil Service. It should be constituted within the next few months and report before the end of the Parliament with a comprehensive change programme for Whitehall with a timetable to be implemented over the lifetime of the next Parliament. The Report considers the increased tensions between ministers and officials which have become widely reported, and places the problems in Whitehall in a wider context of a Civil Service built on the Northcote-Trevelyan settlement established in 1853 and the Haldane principles of ministerial accountability set out in 1919. The government's Civil Service Reform Plan lacks strategic coherence and clear leadership from a united team of ministers and officials. The Northcote-Trevelyan Civil Service remains the most effective way of supporting the democratically elected Government and future administrations in the UK. Divided leadership and confused accountabilities in Whitehall have led to problems: a low level of engagement amongst civil servants in some departments and agencies, and a general lack of trust and openness; the Civil Service exhibits the key characteristics of a failing organisation with the leadership are in denial about the scale of the challenge they face. There is a persistent lack of key skills and capabilities across Whitehall and an unacceptably high level of churn of lead officials, which is incompatible with good government.

Book The Cabinet Office and the centre of Government

Download or read book The Cabinet Office and the centre of Government written by Great Britain: Parliament: House of Lords: Select Committee on the Constitution and published by The Stationery Office. This book was released on 2010-01-29 with total page 254 pages. Available in PDF, EPUB and Kindle. Book excerpt: The House of Lords Constitution Committee have today published their 4th report of the 2009-10 session on 'The Cabinet Office and the Centre of Government' (HLP 30, ISBN 9780108459320) in which they suggest that power within the cabinet has become increasingly centralised to the Prime Minister and recommend that structures of accountability should be reformed to mirror that change. The Committee expresses support for the principles of collective responsibility but recognise that increasingly the Cabinet Office has become responsible for overseeing the delivery of government policy across departments. They stress that accountability mechanisms within the UK constitution are not set up to reflect this new reality with parliamentary and select committee scrutiny based on individual Ministers reporting to Parliament for activities within their departments. The Committee also considers the role of the Minister for the Cabinet Office, and state that the responsibilities of the post are currently poorly defined. They recommend that the Government reassess the functions of the Minister for the Cabinet Office to ensure that the postholder's responsibilities accurately reflect the strategic role the Cabinet Office plays in delivering government policy. The report goes on to consider the approach taken to changes to the machinery of government and the change in the role and function of the Lord Chancellor which took place during Tony Blair's time as Prime Minister. The Committee states that the process of change involved ’wholly inadequate' consultation both within government and with the senior judiciary, and further states that there was "no justification for failure to consult on these important reforms". The Committee recommends that in future the Cabinet Office should play a formal role in investigating any machinery of government changes, particularly those with constitutional implications.

Book HC 307 Crime Reduction Policies A Co Ordinated Approach

Download or read book HC 307 Crime Reduction Policies A Co Ordinated Approach written by Great Britain. Parliament. House of Commons. Justice Committee and published by The Stationery Office. This book was released on 2014 with total page 220 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Justice Committee believes The Treasury should seriously question whether taxpayers' money is used in ways most likely to reduce future crime and victimisation and must develop a longer term strategy for the use of resources tied up currently in the criminal justice system. All parts of the criminal justice system have had to cope with significant spending cuts, yet it appears that the Government has shied away from using the need to make those cuts to re-evaluate how and where money is spent. The Committee welcomes the development of various cross-Government initiatives to deal with the sources of crime, such as the Troubled Families Programme. But resources committed are tiny compared to the costs of crime to society. Each year: violent crime, 44% of which is alcohol related, costs almost £30 billion; crime perpetrated by people who had conduct problems in childhood costs around £60 billion; drug related crime costs £13.3 billion; anti-social behaviour related to alcohol abuse costs £11 billion. The costs of preventative investment further upstream are often relatively small yet the Committee's evidence highlights the clear benefits of collective ownership, pooled funding and joint priorities that have been facilitated by the shift of power in this field from Whitehall to local communities. The greatest problem identified by the Committee is the lack of rigorous assessment of where taxpayers' money can be most effectively spent in cutting crime. A more evidence-based approach is needed.
