And growing populations and accelerating demands for fresh water are putting ever greater pressures on already scarce water resources. In this wide-ranging study, Arun Elhance explores the hydropolitics of six of the world's largest river basins. In each case, Elhance examines the basin's physical, economic, and political geography; the possibilities for acute conflict; and efforts to develop bilateral and multilateral agreements for sharing water resources. The case studies lead to some sobering conclusions about impediments to cooperation but also to some encouraging ones--among them, that it may not be possible for Third World states to solve their water problems by going to war, and that eventually even the strongest riparian states are compelled to seek cooperation with their weaker neighbors.

Book excerpt: This book highlights the search for permanent freshwater agreements between Israel, Palestine, and the western portions of Jordan, and underscores the benefits of shared water management among the three countries. Throughout the book, efforts are made to share transboundary water in ways that are simultaneously physically feasible, ecologically sustainable, and socially equitable. Thanks to the Peace Treaty between Israel and Jordan, the management of shared water resources has been working well, though future relationships are uncertain at present. However, the current arrangements for Israel and Palestine are, at best, inadequate and, in some cases, counterproductive. In closing, the book argues that trilateral agreements on water can and should be concluded now, before seeking to resolve the full range of issues that remain uncertain in a Final Status Agreement between Israel and Palestine.

At the same time, efforts to promote water cooperation, such as those initiated by the United States, have an identifiable political benefit by creating rules, building confidence, and reducing tensions among adversaries. Sosland concludes that while this alone might not resolve the overall conflict, it does create positive long-term value in achieving peace.

The literature surveyed indicates that while in many areas there has been extensive research and analysis, there continues to be a need for more studies on the specific situations that lead to conflicts over water and other environment resources. Lateral learning, an attempt to understand the similarities between all conflicts over natural resources, will lend itself to future applications in predicting and preventing these conflicts. A survey of internati9nal watersheds provides some bibliographical and general data collected from over 200 transboundary watersheds. A subset of case studies of the exhaustive list of international watersheds is examined in greater detain. A related effort is a compilation and analysis of relevant water treaties, and the rationale for their implementations.

The Scientific and Environmental Affairs Divi sion of NATO has moved with the times and has defined environmental security as one of its priority areas for cooperation with Central and Eastern Europe and countries of the former Soviet Union. This book is the main output of an Advanced Research Workshop (ARW), held in Bolkesjl/l, Norway, 12-16 June 1996. I would like to acknowledge the personal support of L. Veiga da Cunha, Director of the Priority Area on Environmental Security. Research on these issues is now very much a collaborative effort across former lines of division in Europe. When states fail to resolve disputes over shared water resources, many cast such failures on inadequate or ineffective legal rules. With this view in mind, this book examines the role that legal rules do, and can, play in aiding the peaceful settlement of disputes and furthering cooperation between different parties. Building on the interactional theory of law, this book formulates three analytical frameworks: the effect of norm-generating processes, the effects of water-related agreements and/or arrangements in the basins, and the effect of international water. It uses these frameworks to assess the role of law in the processes of cooperation and peaceful settlement of disputes on transboundary river basin by drawing on four illustrative case studies: the Jordan River Basin, the Nile River Basin, the Mekong River Basin, and the Indus River Basin. In doing so, this book presents a unique perspective on the multi-functional role of legal rules in those processes. Tapping into the global discussion on water security and water-related conflicts, this book stimulates readers to explore broader or interdisciplinary perspectives for understanding water-related issues.
