A 1/16.667-scale model was towed in the DTRC shallow-water towing basin, varying towpoint location, metacentric height (GM), displacement, trim and sternplane/rudder plate configuration. The short-hull and long-hull SSN-637 Class submarine with modified bow was towed in a stable configuration at speeds up to 10 knots (5.14 m/s) full-scale with the sternplanes set to 25 deg trailing edge up, at a trim of 6 ft (1.83 m) down by the stern, at either displacement, at either GM, with either towpoint, with a lower-rudder plate appendage attached.

The SSN-688 class submarine was towed in a stable configuration at speeds up to 10 kn with the sternplanes set to 25 deg trailing edge up, at a trim between 6.0 and 7.5 ft (1.83 and 2.29 m) down by the stern, at a displacement between 5000 and 5650 LTSW, with a GM between 0.75 and 1.10 ft (0. 23 and 0.34 m), with the lower rudder extended 2.25 ft (0.69 m) and with a lower rudder plate appendage attached. The resulting body form reflects several features which were included to reduce cost of fabrication. The results of the basin evaluation indicate that the simplifying features did not significantly compromise the towing characteristics of the vehicle. The vehicle will perform satisfactorily at speeds substantially above the nominal design speed of eight knots. Furthermore, cable predictions, also presented herein, indicate that at eight knots the design operating depth of 250 feet will be achieved with slightly less than 500 feet of wetted cable length. The NATO Advanced Study Institute (ASI) held in Nice in October 2003 was designed to: (1) provide a discussion forum for the latest developments in the field of environmentally-conscious strategic management of marine environments, and (2) integrate expertise of ecologists, biologists, economists, and managers from European, American, Canadian, Russian, and Israeli organizations in developing a framework for strategic management of marine ecosystems. The ASI addressed the following issues: Key environmental management problems in exploited marine ecosystems; Measuring and monitoring of municipal, industrial, and agricultural effluents; Global contamination of seawaters and required remedial efforts; Supply Chain Management approach for strategic coastal zones management and planning; Development of environmentally friendly technologies for coastal zone development; Modeling for sustainable aquaculture; and Social, political, and economic challenges in marine ecosystem management.
