The causes of failure of levees include overtopping, surface erosion, internal erosion, and slope instability. Overtopping may occur during periods of flooding due to insufficient freeboard. The most problematic situation involves the levee being overtopped by both surge and waves when the surge level exceeds the levee crest elevation with accompanying wave overtopping. Overtopping of levees produces fast-flowing, turbulent water velocities on the landward-side slope that can potentially damage the protective grass covering and expose the underlying soil to erosion. If overtopping continues long enough, the erosion may eventually result in loss of levee crest elevation and possibly breaching of the protective structure. Hence, protecting levees from erosion by surge overflow and wave overtopping is necessary to assure a viable and safe levee system. Book excerpt: Adaptation to climate change requires a careful evaluation of the infrastructure performance under extreme events in a changing climate. Earthen levees are critical infrastructure systems, which play a vital role to the country’s safety, environment, and economic security. The main objective of this study is to quantitatively assess the integrity of earthen levees subject to extreme precipitation and flooding under a changing climate. A multidisciplinary modeling framework is developed and applied to two earthen levees, Elkhorn and Sherman Island levees, in California. Patterns of extreme precipitation and flooding are obtained for the study areas under current and future climate. A nonstationary framework is employed, which accounts for climate change-induced changes in statistics of future extreme precipitation. The precipitation and flooding data are then applied as hydraulic loads in a set of fully coupled stress-flow finite element simulations to determine the factory of safety (FOS) and probability of failure (Pf) of the levees for different scenarios. The Pf values are used to develop fragility curves, which can provide valuable tools for risk assessments. The modeling framework is used to study three distinct yet interrelated problems. The first problem assesses the performance of the Elkhorn levee using historical and projected future precipitation patterns. The results show iii that Pf increases 3%-12% under the projected extreme precipitation compared to the baseline scenario. The second problem involves quantifying the effects of changes in future streamflow on the fragility behavior of the Elkhorn levee considering multiple modes of failure. For the cases examined, incorporating future floods leads to up to 23% reduction in FOS and 95% increase in Pf. The third problem assesses the fragility behavior of the Sherman Island levee under compound flooding (induced by coastal, fluvial and pluvial processes), an overlooked aspect in the majority of the existing flood hazard analyses. Results show that considering compound flooding leads to 22% and 30% reductions in FOS for 2- and 50-year recurrence intervals, respectively. Using the projected future pluvial flooding increases Pf by 13%. Findings of this research suggest that risk assessments based on historical records can significantly underestimate the levee’s Pf in a changing climate.

Book excerpt: "Earthen levees are constructed worldwide as flood control infrastructure and are important components of public safety in the areas they protect. Among the factors which negatively impact the stability and serviceability of earthen levees, internal deteriorations are known to be the most critical type of structural problem. A common type of internal deterioration, animal burrows dug into earthen levee embankments are reported to be the cause of failure in many cases of earthen levees breaches. Globally, the annual cost of damage resulting from failure of earthen structures and associated infrastructure due to invasive wildlife activities is estimated to be many billions of dollars. Understanding the mechanisms of wildlife-caused earthen levee failure is a key component of preventing future breaches. Much of the literature in the area of nuisance wildlife investigates the ecological and environmental impacts of animal activities and habitat, however, studies related to failure mechanisms of earthen structures due to invasive wildlife activities are limited and require a geotechnical engineering perspective. This research aims to identify the mechanics that govern the progress of failure within wildlife-induced levees deteriorations. Investigation of the impact of animal burrows on the hydraulic performance and stability of levee structures is performed using centrifuge modeling. Scaled-down earthen levee models with both landside and waterside burrows as well as a benchmark intact levee model are built and tested at 35g during the centrifuge experiments. The centrifuge experiments are monitored and recorded for deformation, seepage, and pore pressure measurements. Particle Image Velocimetry (PIV) analyses are performed on series of images captured during the centrifuge flights to calculate global deformation of the levee models. Finite element models are developed based on the experiments and used to conduct parametric studies on the impacts of burrow configurations on the stability of the deteriorated levees. The studies investigate key parameters which governs levee safety: burrow length, burrow depth and levee side slope ratio. Details and results of the experimental and numerical work are presented in this thesis along with conclusions and recommendations for future research." --
