The novel captures the moods and motives of refugees from Hitler's Germany attempting to leave France via the seaport of Marseilles between the French capitulation in 1940 and the Spring of 1941. The story is told from the perspective of an unnamed narrator, a German engine-fitter who has escaped from a Nazi concentration camp (in fact, for the second time) and fled to Paris. Here he encounters a fellow escapee who asks him to deliver papers to a German writer called Weidel. The narrator finds Weidel already dead and assumes his identity, hoping to make use of his visa for Mexico. When he reaches Marseilles to avoid recapture he adds the papers of another deceased German, one Seidler, so from this point onwards he is juggling with three separate identities: those of Weidel, Seidler, and his own.

The author begins this study in 1880, when public transportation in large American cities was provided by numerous, competing horse-car companies with little or no public control of operation. By 1912, when the study concludes, a monopoly in each city operated a coordinated network of electric-powered streetcars and, in the largest cities, subways, which were regulated by city and state agencies. The history of transit development reflects two dominant themes: the constant pressure of rapid growth in city population and area and the requirements of the technology developed to service that growth. The case studies here include three of the four cites that had rapid transit during this period. Each case study examines, first, the mechanization of surface lines and, second, the implementation of rapid transit. New York requires an additional chapter on steam-powered, elevated railroads, for early population growth there required rapid transit before the invention of electric technology. Urban transit enterprise is viewed within a clear and familiar pattern of evolution--the pattern of the last half of the nineteenth century, when industries with expanding markets and complex, costly processes of production and distribution adopted new strategy and structure, administered by a new class of professional managers.

Greater problems than those involved in the making of an easy way across THE NORTH RIVER from Manhattan Island to Brooklyn were involved in the proposition to provide pROBLEM transit facilities to the section of New Jersey opposite New York City. The Hudson is a full mile wide. Up and down the river vessels of all sorts are constantly plying. They must have an unobstructed passage, not only at the center of the stream, but at all points between the banks. From time to time proposals were advanced to build a bridge over the river. To this moment no individual or interest has made progress in that direction. Ferryboats are still carrying passengers and teams over it. Freight is transported largely in cars placed on floats and towed by steam vessels. Some barges, large enough to take on board passenger coaches, are used to facilitate transit with New England connections. In 1871 an individual who was neither a citizen of New York nor con- D. C. HASKIN nected with the business of New York; who was not even an engineer, although he had been concerned in railroad construction, conceived the idea of making a tunnel under the river. He had come from the Pacific coast via Omaha, and had seen there work going on building piers for a great railroad bridge over the Missouri. This was done by setting up iron cylinders at points suitable for piers. In order to sink these to bedrock they were so made that compressed air could be pumped into them, and workmen and materials could be taken into them through so-called air locks at the top. The water having been driven out at the bottom by air pressure, the men were able to remove earth, and drop the cylinders by degrees until rock was reached.
