Book excerpt: The threats the world currently faces extend beyond traditional problems such as major power competition, interstate conflict, and nuclear proliferation. Non-traditional security challenges such as climate change, migration, and natural disasters surpass states’ capacity to address them. These limitations have led to the proliferation of other actors—regional and international organizations, transnational networks, local and international nongovernmental organizations—that fill the gaps when states’ responses are lacking and provide security in places where there is none. In this book, Mely Caballero-Anthony examines how non-traditional security challenges have changed state behavior and security practices in Southeast Asia and the wider East Asia region. Referencing the wide range of transborder security threats confronting Asia today, she analyzes how non-state actors are taking on the roles of “security governors,” engaging with states, regional organizations, and institutional frameworks to address multifaceted problems. From controlling the spread of pandemics and transboundary pollution, to managing irregular migration and providing relief and assistance during humanitarian crises, Caballero-Anthony explains how and why non-state actors have become crucial across multiple levels—local, national, and regional—and how they are challenging regional norms and reshaping security governance. This book evaluates ASEAN’s progress, and in doing so examines three matters of concern. The book firstly looks at the importance of constitutive norms to the workings of security communities, by identifying ASEAN’s constitutive norms and the extent to which they act as a help of hindrance in establishing a security community. It then moves on to how ASEAN has interpreted people-orientated as empowering civil society organisations to be community stakeholders. The book discusses the uncertainty between how ASEAN envisages their role, and the role they themselves expect to have. Civil society actors are seeking to influence what sort of community evolves and their ability to interact with the state elite is evaluated to determine what interpretation of people-oriented is likely to emerge. Thirdly, in order to make progress ASEAN has sought to achieve cooperation among its member states in functional areas. The book examines this interest in functional cooperation through case studies on human rights, HIV/AIDS and disaster management. By discussing the notion of ASEAN being people-orientated, and how it engages with ‘the people’, the book provides important insights into what type of community ASEAN in building, as well as furthering our understanding on security communities more broadly.

Book excerpt: Since the end of the Cold War the number of interstate wars has remained relatively low, although whilst states may be more secure than ever this does not mean that individual human beings are too. This has led to a growing recognition of the importance of human security, in contrast to the traditional realist focus on state security. This book explores human security in East Asia, focusing in particular on the challenges to collaboration among actors involved in the process of human security promotion. It examines the theoretical complexities of conceptual arguments about human security, drawing on the ideas of scholars from Asia and the West, to provide a global perspective on what causes human insecurity and how security can best be achieved. It considers in detail case studies of military interventions in East Asia, in particular East Timor, and assesses how successful collaborative efforts have been in providing human security. It also explores case studies of non-military intervention, including international criminal justice in Cambodia and East Timor. It discusses the relationship of regional great powers such as China and Japan to human security promotion, arguing that it will be better served if these powers engage less in the traditional game of geopolitics and if human security objectives do not work against actors' interests. It shows how interventions to uphold human security have not always succeeded to the extent that was hoped, despite the best of intentions, and considers how improved collaboration can be achieved, so that future interventions enjoy more consistent success.

Irregular migration can be broadly defined as people’s mobility that is unauthorised or forced, and this book expands on the existing migration-security nexus by moving away from the traditional state security lens, and instead, shifting the focus to human security. With in-depth empirical country case studies from the region, including China, Japan, North Korea, the Philippines, Burma/Myanmar, Cambodia, Thailand and Singapore, the contributors to this book develop a human security approach to the study of irregular migration. In cases of irregular migration, such as undocumented labour migrants, asylum seekers, internally displaced people, trafficked persons, and smuggled people, human security is the cause and/or effect of migration in both sending and receiving countries. By adopting a human security lens, the chapters provide striking insights into the motivations, vulnerabilities and insecurities of migrants; the risks, dangers and illegality they are exposed to during their journeys; as well as the potential or imagined threats they pose to the new host countries. It is also a theater of new experiments in regional cooperation that could redefine global order. Whose Ideas Matter? is the first book to explore the diffusion of ideas and norms in the international system from the perspective of local actors, with Asian regional institutions as its main focus. There's no Asian equivalent of the EU or of NATO. Why has Asia, and in particular Southeast Asia, avoided such multilateral institutions? Most accounts focus on U.S. interests and perceptions or intraregional rivalries to explain the design and effectiveness of regional institutions in Asia such as SEATO, ASEAN, and the ASEAN Regional Forum. Amitav Acharya instead foregrounds the ideas of Asian policymakers, including their response to the global norms of sovereignty and nonintervention. Asian regional institutions are shaped by contestations and compromises involving emerging global norms and the preexisting beliefs and practices of local actors. Acharya terms this perspective "constitutive localization" and argues that international politics is not all about Western ideas and norms forcing their way into non-Western societies while the latter remain passive recipients. Rather, ideas are conditioned and accepted by local agents who shape the diffusion of ideas and norms in the international system. Acharya sketches a normative trajectory of Asian regionalism that constitutes an important contribution to the global sovereignty regime and explains a remarkable continuity in the design and functions of Asian regional institutions.
