Aviezer Tucker examines how the political philosophy of Jan Patocka (1907-1977), founder of Charter 77, influenced the thinking and political leadership of Vaclav Havel as dissident and president. The Philosophy and Politics of Czech Dissidence from Patocka to Havel is the first serious treatment of Havel as philosopher and Patocka as a political thinker. Through the Charter 77 dissident movement in Czechoslovakia, opponents of communism based their civil struggle for human rights on philosophic foundations, and members of the Charter 77 later led the Velvet Revolution. After Patocka's self-sacrifice in 1977, Vaclav Havel emerged a strong philosophical and political force, and he continued to apply Patocka's philosophy in order to understand the human condition under late communism and the meaning of dissidence. However, the political/philosophical orientation of the Charter 77 movement failed to provide President Havel with an adequate basis for comprehending and responding to the extraordinary political and economic problems of the postcommunist period. In his discussion of Havel's presidency and the eventual corruption of the Velvet Revolution, Tucker demonstrates that the weaknesses in Charter 77 member's understanding of modernity, which did not matter while they were dissidents, seriously harmed their ability to function in a modern democratic system. Within this context, Tucker also examines Havel's recent attempt to topple the democratic but corrupt government in 1997-1998. Courts are reason-giving institutions, with argumentation playing a central role in constitutional adjudication. However, a cursory look at just a handful of constitutional systems suggests important differences in the practices of constitutional judges, whether in matters of form, style, or language. Focusing on independently-verified leading cases globally, a combination of qualitative and quantitative analysis offers the most comprehensive and systematic account of constitutional reasoning to date. This analysis is supported by the examination of eighteen legal systems around the world including the European Court of Human Rights and the European Court of Justice. Universally common aspects of constitutional reasoning are identified in this book, and contributors also examine whether common law countries differ to civil law countries in this respect.

Legislative authority is vested in a bicameral parliament, consisting of a Chamber of Deputies (Poslanecka snemovna) and the Senate (Senat). The president is head of state and appoints a prime minister from the majority party or coalition. In January voters elected Milos Zeman to a five-year term in the country's first-ever direct presidential election. Previously, parliaments elected presidents every five years. In the wake of the June collapse of the previously elected government, the Chamber of Deputies dissolved itself, triggering early elections that took place on October 25-26 Observers considered the elections free and fair. The two parties gaining the most seats, the Czech Social Democratic Party and the Action of Dissatisfied Citizens, formed a coalition government with the Christian Democrats. Authorities maintained effective control over the security forces. Security forces did not commit human rights abuses. During the year societal discrimination and violence against the country's Romani population was a serious problem, and human rights observers criticized the government's efforts to address it as inadequate. Official corruption remained a problem, despite enforcement efforts. Other human rights problems included violence against women; sexual and other abuse of children; anti-Semitism; trafficking in persons, particularly labor trafficking and exploitation; and discrimination against labor unions and migrant workers.

It provided Wolf with the feeling that someone cared, and he derived strength from that fact. The letters also showed the prison officials, politicians, and others that their cruel actions were being watched. In the end, the story indicated that when people band together for a good cause, their concerted efforts can make this a better world.
