Book excerpt: This book covers the gamut of coastal hazards that result from short-term low-frequency events and have high-magnitude and far-reaching impacts on coastal zones the world over. Much of the world’s population now lives in low-lying coastal zones that are inherently vulnerable to natural hazards such as flooding from hurricanes, tropical storms and northeastern storm surges; shoreline (beach and dune) erosion; cliff and bluff failures; and saltwater intrusion in coastal aquifers used for drinking water supplies. In addition to the usual range of hydrometeorological disasters in coastal zones, this book covers tsunami impacts and warning systems as well as global perspectives of sea-level rise impacts and human perceptions of potential vulnerabilities resulting from rip currents that cause many drownings each year on beaches. Today, the use of numerical models that help predict vulnerabilities and provide a basis for shore protection measures is important in modern scientific and engineering systems. Final considerations focus on human actions in the form of the urbanization and industrialization of the coast, shore protection measures, and indicate how environmental degradation around coastal conurbations exacerbates the potential for unwanted impacts. Strategies for environmental management in coastal zones, from low-lying wetlands to high cliffs and rocky promontories, are highlighted as a means of living in harmony with Nature and not trying to conquer it.

However, the phrase 'natural disaster' suggests an uncritical acceptance of a deeply engrained ideological and cultural myth. At Risk questions this myth and argues that extreme natural events are not disasters until a vulnerable group of people is exposed. The updated new edition confronts a further ten years of ever more expensive and deadly disasters and discusses disaster not as an aberration, but as a signal failure of mainstream 'development'. Yet, disaster management governance fails to match the human, nonhuman and environmental calamity which is unfolding in its most frequent and unpredictable pattern. Between the Asian Tsunami of 2004 to the devastating Chennai and Kerala floods of 2018 the socio-industrial-livelihood impact alerts governments towards a greater and more serious compliance to laws for coastal conservation. The United Nations Office for Disaster Risk Reduction (UNDRR) in 2018 had shocking statistics to share as the deaths and damages related to only Tsunami disaster at the coasts to 251,770 and US$280 billions respectively in the last 20 years (1998-2017) as compared to 998 and US$ 2.7 billion in the previous 20 years (1978-1997). Coastal conservation is no more a question of casual governance but has become a need for survival. The region of South Asia which ranks much higher in its vulnerability, weak resilience and relatively undersupplied governance structures ought to take this responsibility on a priority. The spirit of Hyogu Declaration and the Sendai Framework for Action suggests preparedness and resilience building as key approach areas in coastal governance. The book is incomparable in its holistic and transdisciplinary social science based approach to disaster management which links conservation of marine flora and fauna, ecosystems and land management with decision making processes and coastal regulations. These grass root findings from the subcontinent are substantiated by a section on the most powerful court battle on the Kerala Floods as a guideline for readers to discerningly identify an ‘Act of God’ often used as a veil to hide lack of preparedness, apathy and political greed. This book becomes indispensable reading for anyone involved in research, administration or any level of decision making for the mitigation and prevention of disasters.

The frequency of recorded natural disasters rose markedly during the last century, from about 100 per in the years up to 1940 to nearly 2800 during the 1990s. Africa is the only continent whose share of reported disasters has increased over the past decade. Several factors contribute to Africa’s high vulnerability to disasters. These include the high rate of population growth, food insecurity, high levels of poverty, inappropriate use of natural resources, and failures of policy and institutional frameworks. Despite the huge negative impact of natural and human-induced hazards on Africa’s development, little is done to prevent them. Disaster prevention contributes to lasting improvement in safety and sustainable livelihoods and is essential as part of integrated disaster management strategies. The provision of effective scientific input to policy formulation on various issues related to hazards and disasters is an ambitious undertaking. It requires the collaborative effort of the African scientific community to develop comprehensive long-term strategies and human capacity-building initiatives that will enable science to benefit society. This will further require: a) Building strong research and training institutions in Africa at national and regional levels; b) Facilitating the exchange of scientific information and sharing of ideas across borders; c) Strengthening the link between scientific research and policy making; d) Promoting outreach activities to build resilience to disaster risk; and e) Tapping the knowledge base of rural and urban communities. In this volume, the ICSU ROA has brought together selected African scientific researchers to share their views on policy direction for facing challenges linked to natural and human-induced hazards. The International Year project was jointly initiated in 2000 by the International Union of Geological Sciences (IUGS) and the Earth Science Division of the United Nations Educational, Scienti?c and Cultural Organisation (UNESCO). IUGS, which is a Non-Governmental Organisation, and UNESCO, an Inter-Governmental Orga- sation, already shared a long record of productive cooperation in the natural sciences and their application to societal problems, including the International Geoscience Programme (IGCP) now in its fourth decade. With its main goals of raising public awareness of, and enhancing research in the Earth sciences on a global scale in both the developed and less-developed countries of the world, two operational programmes were demanded. In 2002 and 2003, the Series Editors together with Dr. Ted Nield and Dr. Henk Schalke (all four being core members of the Management Team at that time) drew up outlines of a Science and an Outreach Programme. In 2005, following the UN proclamation of 2008 as the United Nations International Year of Planet Earth, the “Year” grew into a triennium (2007–2009).
