Rates of fratricide incidence have been steadily increasing and the complexity of the contemporary operating environment may lead to a continuation of this trend. Although the majority of research into fratricide has focused on the development of technological decision aids, recent explorations highlight the need to emphasise the social aspects within a socio-technical framework. This book presents and validates, via the use of case studies, a model of teamwork and decision-making factors that are associated with incidents of fratricide. In summary, it offers a review and evaluation of contemporary theoretical perspectives on teamwork and fratricide, as well as a range of accident analysis approaches. A novel theory of fratricide is then presented followed by a new methodology for assessing fratricide. Naturalistic case studies of teams are undertaken in the military domain. These studies illustrate the approach and offer early validation evidence. In closing, the book presents a series of principles designed to reduce the likelihood of fratricide in the future.

The book proposes an innovative approach to research and testing based on a three-stage strategy that begins in the laboratory, moves to controlled field studies, and culminates in operational testing.

Book excerpt: Combat identification is the way military personnel distinguish friend from foe and non-combatants during operations, thereby minimising the risk of deaths and injuries from friendly fire as well as damage to property and infrastructure, whilst maintaining operational effectiveness. It is a complex issue as it spans all the military environments (land, maritime and air), particularly when operations are conducted in coalition with allies, as this requires interoperability of equipment and harmonisation of tactics and practices. Following on from an NAO report (HCP 936, session 2005-06, ISBN 9780102937169) published in March 2006, the Committee's report examines three main issues: progress on equipment projects to improve combat identification; Operation TELIC and investigations into friendly fire deaths; and data collection of friendly fire incidents. Amongst its conclusions, the report finds that the MoD has failed to develop viable combat identification solutions to counter the risks of friendly fire incidents, despite their devastating effects and despite the recommendations made by the Committee in 1992 and 2002, with significant delays in equipment programmes such as the Battlefield Target Identification System. Given the considerable delays in the time the MoD took to conclude the investigations into friendly fire incidents and to make the findings publicly available, the report recommends that once investigations into friendly fire incidents are complete, the MoD should publish the findings of Boards of Inquiry within one month.

Modern combat systems are increasingly more effective yet more complex to operate. Nonetheless, their complexities cannot be compared to human behaviors which remain the most important factor in combat. Within Project Albert, an agent-based model called SOCRATES has been developed to enable users to explore the emergent behaviors of the agents. A deep operation scenario is developed to explore the effects of human factors on combat outcomes. Two experimental designs are used in this investigation: A Latin Hypercube and a Full-Factorial Design. Using the computing facilities at NPS, MITRE and MHPCC (Maui High Performance Computing Center), a total of 174,960 runs are made. The data suggest the existence of emergent patterns, and provide some insights into the question of how much more capable a smaller force must be in order to effectively battle a larger force. In addition, the analysis shows that the Latin Hypercube Design is able to identify the same significant factors in the scenario as are obtained by the Factorial Design, but with much fewer runs.
