This was followed by developing a common understanding of current risk patterns, as well as underlying vulnerabilities and hazards. Socio-economic developments have an equally strong, and in the short term mostly even stronger, impact on the living environment and natural resources as long-term climate change impacts. The scenario workshops developed a holistic approach on current and potential future risk patterns, with a special focus on surface and groundwater quantities and qualities, natural hazards and sea level rise. Land-use planning was identified as playing a decisive role in minimizing current and future risks. Finally, first adaptation measures for two Vietnamese provinces were developed and shall be implemented over the next years. The methodology that led to these adaptation measures shall be applied in other Vietnamese provinces.

Increasing temperatures, sea-level rises, changes in precipitation patterns and extreme events are expected to increase a range of health risks, from the direct effects of heat-waves, floods and storms, to more suitable conditions for the transmission of important infectious diseases, to impacts on the natural systems and socioeconomic sectors that ultimately underpin human health. Much of the potential health impact of climate change can, however, be avoided through a combination of strengthening key health system functions and improved management of the risks presented by a changing climate. The critical first step in this process is to carry out a vulnerability and adaptation assessment. This allows countries to assess which populations are most vulnerable to different kinds of health effects, to identify weaknesses in the systems that should protect them, and to specify interventions to respond. Assessments can also improve evidence and understanding of the linkages between climate and health within the assessment area, serve as a baseline analysis against which changes in disease risk and protective measures can be monitored, provide the opportunity for building capacity, and strengthen the case for investment in health protection. WHO has responded to this global demand by building on past guidance and technical tools to outline a flexible process for vulnerability and adaptation assessment. In 2009, the WHO Regional Office for the Americas and WHO prepared draft guidance for this process, which was pilot-tested in studies across all WHO Regions. In July 2010, representatives of ministries of health from 15 countries came together in Costa Rica with WHO and subject area experts to share their experiences and provide feedback on how to improve the guidance for the conduct of vulnerability assessments. This document is the result of this process. It is intended not as a final, definitive guide but as an important part of an evolving set of resources that will support effective and evidence-based action to protect health from climate change.

Book excerpt: With 70 percent of its population living in coastal areas and low-lying deltas, Vietnam is exposed to many natural hazards, including river and coastal flooding. These hazards are expected to worsen due to climate change, and the impacts of any change in hazard magnitude may be particularly acute in this region. This paper examines the exposure of the population and poor people in particular to current and future flooding at the country level, using new high-resolution flood hazard maps and spatial socioeconomic data. The paper also examines flood exposure and poverty at the local level within Ho Chi Minh City. The national-level analysis finds that a third (33 percent) of today's population is already exposed to a flood, which occurs once every 25 years, assuming no protection. For the same return period flood under current socioeconomic conditions, climate change may increase the number exposed to 38 to 46 percent of the population. Climate change impacts can make frequent events as important as rare ones in terms of exposure: for instance, the estimates suggest a 25-year flood under future conditions can expose more people than a 200-year flood under current conditions. Although poor districts are not found to be more exposed to floods at the national level, the city-level analysis of Ho Chi Minh City provides evidence that slum areas are more exposed than other parts of the city. The results of this paper show the benefits of investing today in flood risk management, and can provide guidance as to where future investments may be targeted. Furthermore, while the main strategy in Vietnam today to manage flood risk is to reduce exposure, the increase in exposure estimated in this paper provides support that alternative strategies to reduce vulnerability (such as financing for floor-raising) or improve the ability-to-adapt of households (such as social safety nets) may warrant increased attention.

After decades of war, the community continued its self-sufficient way of life in this remote forested mountainous region, but in recent years has been forced to respond to severe climate threats combined with sudden and destabilizing socioeconomic and regulatory change. Through the use of both qualitative (interview-based) and quantitative research methods, the book offers insights into the complex interactions between climate, regulatory and socioeconomic changes – including, paradoxically, the emergence of significant problems for both the community and the environment in the wake of policies designed to protect the natural environment. Facing greatly increased food and livelihood insecurity, the women and men of the community were pushed into the mainstream market economy without being fully prepared to participate in an economy that is still very new to them. These sudden transitions caused major shifts in gender roles and hierarchies, opening up new possibilities for women to increase their social status in a highly patriarchal context, but also at a cost for both women and men as women’s burdens increased and men’s traditional roles and livelihoods were lost. The book examines recent trends, including unanticipated changes and new possible policy-related approaches, and draws international comparisons with other ethnic minority, indigenous and remote communities facing similar complex forces of change.
