The movement of people across country borders, especially from less developed to richer countries, has a substantial impact in several dimensions. First, it affects the migrants themselves by allowing them to achieve higher income as a result of their higher productivity in the destination country. It also increases the expected income for their offspring. Second, it affects the destination country through the impact on labor markets, productivity, innovation, demographic structure, fiscal balance, and criminality. Third, it can have a significant impact on the countries of origin. It may lead to loss of human capital, but it also creates a flow of remittances and increases international connections in the form of trade, FDI, and technological transfers. This paper surveys our understanding of how migration affects growth and inequality through the impact on migrants themselves as well as on the destination and origin countries.

In particular, it tests whether migration as a function of human development follows an inverted U-shaped curve, known as mobility transition. Understanding this relationship is important, since many Western politicians have implemented socioeconomic development strategies in migrant source countries with the aim to reduce migration. Considering that previous studies have mainly concentrated on the economic factors of development, this study introduces the broader human development index, determined by income, health and education, as main explanatory variable. Analysing the rate of migration from 111 low- and middle income countries into the aggregate of 15 OECD countries between 2000 and 2010, the study finds strong support for the inverted U-shaped relationship between human development and migration. This indicates that development strategies aimed to reduce migration are misguided.

This book explores fresh strategies proposed by the GFMD in its fourth year of operation in Mexico and beyond. Interrogating the relationship between migration and development, the papers advance the Global Forum’s aims of reducing poverty and empowering low-income families everywhere. In 2010, there were 214 million international migrants worldwide, nearly two and a half times the number in 1965. By 2050, international migration is likely to expand sharply in scale, reach and complexity, due to growing demographic disparities, environmental change, shifting global political and economic dynamics, technological innovations and social networks. Migration can bring substantial gains to families in less-developed countries, and mobile labor is an axiomatic feature of the global economy. Yet outward migration of skilled workers can seriously retard development at home, and exert pressure on wages in host nations. Balancing these and other conflicting concerns requires the substantive and expert discourse offered in this book. Contributors discuss, and propose concrete solutions to, vital issues such as the debilitating costs of cross-border labor recruitment and the provision of social and income protection for foreign contract workers. With suggestions on how to facilitate connections between transnational families, and gender- and family-sensitive immigration regimes, this book aims to foster collaborative intergovernmental links as well as partnerships between governments, civil society and international organizations. Although international migration has come to play a central role in the social, economic, and demographic dynamics of both immigrant-sending and immigrant-receiving countries, social scientist have been slow to construct a comprehensive theory to explain it. Efforts at theoretical explanation have been fragmented by disciplinary, geographic, and methodological boudaries. Worlds in Motion seeks to overcome these schisms to create a comprehensive theory of international migration for the next century. After explicating the various propositions and hypotheses of current theories, and identifying area of complementarity and conflict, the authors review empirical research emanting from each of the world's principal international migration systems: North America, Western Europe, the Gulf, Asia and the Pacific, and the Southern Cone of South America. Using data from the 1980s, levels and patterns of migration within each system are described to define their structure and organization. Specific studies are then comprehensively surveyed to evaluate the fundamental propositions of neoclassical economics, the new economics of labour migration, segmented labour market theory, world systems theory, social capital theory, and the theory of cumulative causation. The various theories are also tested by applying them to the relationship between international migration and economic development. Although certain theories seem to function more effectively in certain systems, all contain elements of truth supported by empirical research. The task of the theorist is thus to identify which theories are most effective in accounting for international migration in the world today, and what regional and national circumstances lead to a predominance of one theoretical mechanism over another. The book concludes by offering an empirically-grounded theoretical synthesis to serve as a guide for researchers and policy-makers in the 21st century.
