Book HUD Housing Programs for Persons with Disabilities

Download or read book HUD Housing Programs for Persons with Disabilities written by Ervin C. Felker and published by . This book was released on 2009 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the ability of persons with disabilities to live independently in affordable, accessible housing. This became a prominent issue starting in 1999 as the result of a Supreme Court decision, Olmstead v. L.C., in which the court held that institutionalisation of persons with mental disabilities in lieu of community-based care may constitute discrimination. Shortly after the Olmstead decision, the President announced the New Freedom Initiative, an effort through multiple federal agencies to ensure full participation in society of persons with disabilities. Thus, this book discusses the Department of Housing and Urban Development (HUD)and a number of its programs that provide housing for persons with disabilities in various ways.

The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

This program provides funding for the development and operation of supportive housing for very low-income persons 62 years of age or older. Approximately $462.9 million in capital advance funds, plus associated project rental assistance contract (PRAC) funds and any carryover funds available. PRAC funds will cover the difference between the HUD-approved operating costs of the project and the tenants' contributions toward rent (30 percent of their adjusted monthly income). Eligible Applicants. Private nonprofit organizations and nonprofit consumer cooperatives. The local HUD office structure, for the purpose of implementing the Section 202 program, consists of 18 Multifamily Hub Offices. This program provides funding for the development and operation of supportive housing for very low-income persons with disabilities who are at least 18 years old. If you receive funding through this program, you must assure that supportive services are identified and available. Available Funds. Approximately $95.8 million in capital advance funds, plus associated project rental assistance contract (PRAC) funds and any carryover funds available. Capital advance funds will cover the cost of developing the housing. PRAC funds will cover the difference between the HUD-approved operating costs of the project and the tenants' contributions toward rent (30 percent of their adjusted monthly income). Eligible Applicants. Nonprofit organizations that have a section 501(c)(3) tax exemption from the Internal Revenue Service. Occupancy. You may propose a Section 811 project to serve persons with physical disabilities, developmental disabilities, chronic mental illness, or any combination of the three. In addition, you may request HUD approval to restrict occupancy to a subcategory of one of these three defined categories (e.g., HIV/AIDS is a subcategory of physical disability). If restricted occupancy is approved, however, you cannot deny occupancy to any otherwise qualified person that meets the definition of the overall category of disability under which the subcategory falls. * Homeless Assistance Continuum of Care (CoC) The purpose of the CoC Homeless Assistance Programs is to assist homeless persons to move to self-sufficiency and permanent housing. Available Funds: Approximately $1 billion is available for funding. Matching funds are required from local, state, federal or private resources. The purpose of the CoC Homeless Assistance Programs is to reduce the incidence of homelessness in CoC communities by assisting homeless individuals and families to move to self sufficiency and permanent housing. Projects that sustain current successful interventions and fill gaps in locally developed CoC systems will be funded. To help meet the Administration's goal of ending chronic homelessness, priority will be placed on programs that target the supportive housing needs of chronically homeless persons. The only persons who may be served by permanent housing projects (both new and renewal) are those who come from the streets, emergency shelters, or transitional housing. People who are currently housed but may become homeless within seven days, remain eligible for transitional housing and emergency shelters.

Book Developing Affordable and Accessible Community Based Housing for Vulnerable Adults

Download or read book Developing Affordable and Accessible Community Based Housing for Vulnerable Adults written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2017-08-08 with total page 109 pages. Available in PDF, EPUB and Kindle. Book excerpt: Accessible and affordable housing can enable community living, maximize independence, and promote health for vulnerable populations. However, the United States faces a shortage of affordable and accessible housing for low-income older adults and individuals living with disabilities. This shortage is expected to grow over the coming years given the population shifts leading to greater numbers of older adults and of individuals living with disabilities. Housing is a social determinant of health and has direct effects on health outcomes, but this relationship has not been thoroughly investigated. In December 2016, the National Academies of Sciences, Engineering, and Medicine convened a public workshop to better understand the importance of affordable and accessible housing for older adults and people with disabilities, the barriers to providing this housing, the design principles for making housing accessible for these individuals, and the features of programs and policies that successfully provide affordable and accessible housing that supports community living for older adults and people with disabilities. This publication summarizes the presentations and discussions from the workshop.

Book Supportive Housing for the Elderly and Persons with Disabilities Programs Us Department of Housing and Urban Development Regulation Hud 2018 Edition

Download or read book Supportive Housing for the Elderly and Persons with Disabilities Programs Us Department of Housing and Urban Development Regulation Hud 2018 Edition written by The Law The Law Library and published by Createspace Independent Publishing Platform. This book was released on 2018-11-12 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: Supportive Housing for the Elderly and Persons With Disabilities Programs (US Department of Housing and Urban Development Regulation) (HUD) (2018 Edition) The Law Library presents the complete text of the Supportive Housing for the Elderly and Persons With Disabilities Programs (US Department of Housing and Urban Development Regulation) (HUD) (2018 Edition). Updated as of May 29, 2018 This final rule amends HUD's regulations governing the Section 202 Supportive Housing for the Elderly Program (Section 202) and the Section 811 Supportive Housing for Persons with Disabilities Program (Section 811) to streamline the requirements applicable to Section 202 and Section 811 mixed-finance developments. This rule removes restrictions on the portions of developments not funded through capital advances, lifts barriers on participation in the development of the projects, and eliminates burdensome funding requirements. These changes are anticipated to attract private capital and the expertise of the private developer community to create attractive and affordable supportive housing developments for the elderly and for persons with disabilities. Through this rule, HUD also brings up-to-date certain regulations governing all Section 202 and Section 811 developments, not solely mixed-finance developments. Overall, the changes made by this rule permit greater flexibility in the design of Section 202/811 units, and extend the duration of the availability of capital advance funds. This book contains: - The complete text of the Supportive Housing for the Elderly and Persons With Disabilities Programs (US Department of Housing and Urban Development Regulation) (HUD) (2018 Edition) - A table of contents with the page number of each section
