Book excerpt: Improvised explosive devices (IEDs) are a type of unconventional explosive weapon that can be deployed in a variety of ways, and can cause loss of life, injury, and property damage in both military and civilian environments. Terrorists, violent extremists, and criminals often choose IEDs because the ingredients, components, and instructions required to make IEDs are highly accessible. In many cases, precursor chemicals enable this criminal use of IEDs because they are used in the manufacture of homemade explosives (HMEs), which are often used as a component of IEDs. Many precursor chemicals are frequently used in industrial manufacturing and may be available as commercial products for personal use. Guides for making HMEs and instructions for constructing IEDs are widely available and can be easily found on the internet. Other countries restrict access to precursor chemicals in an effort to reduce the opportunity for HMEs to be used in IEDs. Although IED attacks have been less frequent in the United States than in other countries, IEDs remain a persistent domestic threat. Restricting access to precursor chemicals might contribute to reducing the threat of IED attacks and in turn prevent potentially devastating bombings, save lives, and reduce financial impacts. Reducing the Threat of Improvised Explosive Device Attacks by Restricting Access to Explosive Precursor Chemicals prioritizes precursor chemicals that can be used to make HMEs and analyzes the movement of those chemicals through United States commercial supply chains and identifies potential vulnerabilities. This report examines current United States and international regulation of the chemicals, and compares the economic, security, and other tradeoffs among potential control strategies.

The book offers general conclusions and recommendations about the detection of devices containing smokeless and black powders and the feasibility of identifying makers of the devices from recovered powder or residue. It also makes specific recommendations about marking and tagging technologies. It presents several findings about the current R&D effort and recommendations aimed at improving U.S. capabilities in developing new energetic materials technology. This study reviewed U.S. research and development in advanced energetics being conducted by DoD, the DoE national laboratories, industries, and academia, from a list provided by the sponsors. It also: (a) reviewed papers and technology assessments of non-U.S. work in advanced energetics, assessed important parameters, such as validity, viability, and the likelihood that each of these materials can be produced in quantity; (b) identified barriers to scale-up and production, and suggested technical approaches for addressing potential problems; and (c) suggested specific opportunities, strategies, and priorities for government sponsorship of technologies and manufacturing process development.

Book excerpt: It seems that there is no book that treats the measurement of the physical pa rameters of explosives as its only subject, although limited information is avail able in a number of books. Therefore, I have tried to bridge this gap in the lit erature with this book. A large number of various physical parameters have to be determined ex perimentally in order to test or characterise an explosive. Various physical principles have been applied for such measurements. Accordingly, a large number of different experimental methods exist, as well as various testing appa ratuses and procedures. On the other hand, great progress has been made recently in the study of detonation phenomena. New measuring techniques can assess extremely short processes to below nanoseconds scale. They make it possible to determine im portant parameters in detonation physics. I have made a great attempt to cover the available literature data on the subject. Because it would be a highly demanding task to include in a single volume all the methods that are in use by various testing agencies, I have tried to give primarily the principles for determination of individual physical pa rameters of explosives by different measuring methods as well as data treatment procedures.

Book excerpt: Underground facilities are used extensively by many nations to conceal and protect strategic military functions and weapons' stockpiles. Because of their depth and hardened status, however, many of these strategic hard and deeply buried targets could only be put at risk by conventional or nuclear earth penetrating weapons (EPW). Recently, an engineering feasibility study, the robust nuclear earth penetrator program, was started by DOE and DOD to determine if a more effective EPW could be designed using major components of existing nuclear weapons. This activity has created some controversy about, among other things, the level of collateral damage that would ensue if such a weapon were used. To help clarify this issue, the Congress, in P.L. 107-314, directed the Secretary of Defense to request from the NRC a study of the anticipated health and environmental effects of nuclear earth-penetrators and other weapons and the effect of both conventional and nuclear weapons against the storage of biological and chemical weapons. This report provides the results of those analyses. Based on detailed numerical calculations, the report presents a series of findings comparing the effectiveness and expected collateral damage of nuclear EPW and surface nuclear weapons under a variety of conditions.

Book excerpt: The U.S. military has a stockpile of approximately 400,000 tons of excess, obsolete, or unserviceable munitions. About 60,000 tons are added to the stockpile each year. Munitions include projectiles, bombs, rockets, landmines, and missiles. Open burning/open detonation (OB/OD) of these munitions has been a common disposal practice for decades, although it has decreased significantly since 2011. OB/OD is relatively quick, procedurally straightforward, and inexpensive. However, the downside of OB and OD is that they release contaminants from the operation directly into the environment. Over time, a number of technology alternatives to OB/OD have become available and more are in research and development. Alternative technologies generally involve some type of contained destruction of the energetic materials, including contained burning or contained detonation as well as contained methods that forego combustion or detonation. Alternatives for the Demilitarization of Conventional Munitions reviews the current conventional munitions demilitarization stockpile and analyzes existing and emerging disposal, treatment, and reuse technologies. This report identifies and evaluates any barriers to full-scale deployment of alternatives to OB/OD or non-closed loop incineration/combustion, and provides recommendations to overcome such barriers.

The pamphlet details the organisation and conduct of guerrilla warfare in occupied territories, from the establishment of a guerrilla band to intelligence collection and dissemination. It was influenced not only by Colin Gubbins' own experiences in Russia, Ireland and India, but also by his intensive study of guerrilla warfare in general, from the Boer commandos in South Africa during the Boer War, to the guerrilla operations in the Spanish Civil War and the then-ongoing Chinese Civil War and Sino-Japanese war, where Communist leader Mao Tse Tung was using guerrilla tactics to fight both the Chinese Nationalists and the invading Japanese. The Art of Guerilla Warfare and its companion volumes, The Partisan Leader's Handbook and How to Use High Explosives are unique in that they represent the first official British military doctrine on the conduct of guerrilla warfare against an occupying force. This they do in a brief and to the point manner, and if one reads closely, it becomes clear that there is still much wisdom contained within which could be of use to insurgent and counterinsurgent alike in the modern era.
