Book excerpt: The gender pay gap (GPG) exists in every European country, but it varies considerably, even in EU member states covered by the same legal principles on pay equality. Part of the variation can be explained by different patterns of social partnership. With current policy pressure to de-centralise collective bargaining and increase the percentage of pay linked to productivity, what role can social partnership play in tackling the GPG? Reporting on the findings of the European Commission funded research project "Close the Deal, Fill the Gap", this book uses an interdisciplinary analysis involving legal, economic, and sociological expertise, to explore the role of social partnership in GPG in Italy, Poland and the UK. Selected on the basis of their contrasting profiles in terms of legal regulation, industrial relations, systems of collective bargaining, coverage of collective agreements, and differing rates of the GPG, the in-depth study provides important insights into the main issues underlying the problem of reducing the gender pay gap which have led to guidelines in the negotiation of arrangements on GPG-related issues. Based on a unique comparative, interdisciplinary and action-oriented esearch project, it will be of great interest to all researchers and advanced students with an interest in women’s representation in the workforce and the gender pay gap, as well as practitioners and policy makers in organisations such as trade unions and employers’ associations.

In this paper I look at the role the EU has had on gender-related work and opportunity policies in Central and Eastern European countries and what affects these policies have had on gender wage gap. I attempt testing hypotheses that these new member states vary (a) in the extent to which they implement gender-related policies and (b) in terms of policy outcomes. First, I complete a contextual analysis to show the various factors that surround the generation of equal pay and opportunity policies in Hungary, Poland, the Czech Republic and Slovenia throughout the processes of market transition and EU accession. Then, I analyze the gender pay gap within these four countries using International Social Survey Programme (ISSP) data and Social Stratification in Eastern Europe (EESS) data in various cross sections between 1987 and 2004. I find that while the EU has been partially successful in homogenizing the legislation within these countries, there are various factors that may promote or deter implementation. Regarding the gender pay gap, I find considerable cross-national differences, with Poland having the largest gender gap and Slovenia the smallest.

Book excerpt: The European Employment Strategy includes a new commitment to a substantial reduction in the gender pay gap in European Union (EU) member states, but progress requires a radical shift away from the traditional policy emphasis on the supply-side deficiencies of women compared with men. Mainstream theory argues that gender inequality is reduced once the pay gap is 'adjusted' for differences in individual characteristics (education, experience, etc.). But new empirical studies in many EU member states demonstrate that the work environment - the general wage structure, job and workplace characteristics - shapes gender pay inequality. Given the negative gender impact of trend declines in minimum wages, moves towards more decentralisation of wage-setting and public sector restructuring, the article argues for a holistic, gender mainstreaming approach to pay policy.
