Book excerpt: The U.S. Army War College (USAWC) is proud to present the 28th Edition of How the Army Runs: A Senior Leader Reference Handbook, 2011-2012. Publication of this text at this time, when the Army has been at war for almost a decade, has almost completed restructuring of its operating force, and is addressing the structure of the generating force, as well as completing formidable base closure and restationing actions, gives credence to the enduring truth that in order to be successful the Army must sustain and improve itself while it is fully committed to the Nation's bidding. The systems and processes documented and explained in this work are designed to do just that. This text was prepared under the direction of the faculty of the Department of Command, Leadership, and Management. It is intended to be used in an academic environment during the study of the systems and processes used to develop and sustain trained and ready combat forces to be used by the Combatant Commanders.

Book U S Army War College Guide to National Security Issues Theory of war and strategy

Download or read book U S Army War College Guide to National Security Issues Theory of war and strategy written by J. Boone Bartholomees and published by U.S. Government Printing Office. This book was released on 2012 with total page 364 pages. Available in PDF, EPUB and Kindle. Book excerpt: This edition of the U. S. Army War College Guide to National Security Policy and Strategy continues to reflect the structure and approach of the core national security strategy and policy curriculum at the War College. The 5th Edition is published in two volumes that correspond roughly to the Department of National Security and Strategy¿s core courses: ¿Theory of War and Strategy¿ and ¿National Security Policy and Strategy.¿ Like previous editions, this one is based on its predecessor but contains both updates and new scholarship. Over a third of the chapters are new or have undergone significant rewrites. Many chapters, some of which appeared for years in this work, have been removed. Nevertheless, the book remains unchanged in intent and purpose. Although this is not primarily a textbook, it does reflect both the method and manner we use to teach strategy formulation to America¿s future senior leaders. The book is not a comprehensive or exhaustive treatment of either strategic theory or the policymaking process. Both volumes are organized to proceed from the general to the specific. Thus, the first volume opens with general thoughts on the nature and theory of war and strategy, proceeds to look at the complex aspect of power, and concludes with specific theoretical issues. Similarly, the second volume begins by examining the policy/strategy process, moves to a look at the strategic environment, and concludes with some specific issues. This edition continues the effort begun in the 4th Edition to include several short case studies to illustrate the primary material in the volume.

Book A Shot in the Dark A History of the U S Army Asymmetric Warfare Group

Download or read book A Shot in the Dark A History of the U S Army Asymmetric Warfare Group written by Paul J. Cook and published by Vernon Press. This book was released on 2024-05-14 with total page 357 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book presents the U.S. Army Asymmetric Warfare Group (AWG) as an example of successful change by the Army in wartime. It argues that creating the AWG required senior leaders to create a vision differing from the Army’s self-conceptualization, change bureaucratic processes to turn the vision into an actual unit, and then place the new unit in the hands of uniquely qualified leaders to build and sustain it. In doing this, it considers the forces influencing change within the Army and argues the two most significant are its self-conceptualization and institutional bureaucracy. The work explores three major subject areas that provide historical context. The first is the Army’s institutional history from the early 1950s through 2001. This period begins with the Army seeking to validate its place in America’s national security strategy and ends with the Army trying to chart a path into the post-Cold War future. The Army’s history is largely one of asymmetric warfare. The work thus examines several campaigns that offered lessons for subsequent wars. Some lessons the Army took to heart, others it ignored. As the AWG was a direct outgrowth of the failures and frustrations the Army experienced in Afghanistan and Iraq, the book examines these campaigns and identifies the specific problems that led senior Army leaders to create the AWG. Finally, the work chronicles the AWG’s creation in 2006, growth, and re-assignment from the Army staff to a fully-fledged organization subordinate to the U.S. Army Training and Doctrine Command in 2011 to its deactivation. This action resulted not from the unit’s failure to adapt to a post-insurgency Army focusing on modernization. Rather, it resulted from the Army failing to realize that while the AWG was a product of counterinsurgency, it provided the capability to support the Army during a period of great strategic and institutional uncertainty.

Book Budgeting for Local Governments and Communities

Download or read book Budgeting for Local Governments and Communities written by Douglas Morgan and published by Routledge. This book was released on 2017-09-19 with total page 608 pages. Available in PDF, EPUB and Kindle. Book excerpt: Budgeting for Local Governments and Communities is designed as the primary textbook for a quarter or semester-long course in public budgeting and finance in an MPA programme. Many currently available texts for this course suffer from a combination of defects that include a focus on federal and state budgeting, a lack of a theoretical governance framework, an omission of important topics, and typically a lack of exercises and datasets for student use. Budgeting for Local Governments and Communities solves all of these problems. The book is exceptionally comprehensive and well written, and represents the efforts of veteran authors with both teaching and real-world experience. Key Features: Special Focus on Local Government Budgeting: focuses exclusively on budgeting at the local levels of American government, which are responsible for spending 40 percent of the taxes collected from citizens. Integration of Theory and Practice: teaching cases and chapters capture the "lessons learned" by professional practitioners who have extensive experience in making local public budgeting work on the ground. Polity Approach to Local Budgeting: presents an introduction to local budgeting as the central political activity that integrates the resources of the community into a unified whole. Budgeting is presented as governance work, rather than as a unique set of skills possessed by analysts and financial specialists. Legal, Historical, Economic and Moral Foundations of Local Government Budgeting: provides readers with an understanding of how the structures and processes of local budgeting systems are firmly tethered to the underlying core values, legal principles and historical development of the larger American federal, state and local political systems. Electronic Datasets and Budgeting Exercises: the text includes access to extensive electronic datasets and practice exercises that provide abundant opportunities for students to "learn through doing." Extensive Glossary and Bibliography: covers terms on the history and practice of local public budgeting.
