Book excerpt: The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 fundamentally changed the nation's social welfare system, replacing a federal entitlement program for low-income families, called Aid to Families with Dependent Children (AFDC), with state-administered block grants, the Temporary Assistance for Needy Families (TANF) program. PRWORA furthered a trend started earlier in the decade under so called "waiver" programs-state experiments with different types of AFDC rules-toward devolution of design and control of social welfare programs from the federal government to the states. The legislation imposed several new, major requirements on state use of federal welfare funds but otherwise freed states to reconfigure their programs as they want. The underlying goal of the legislation is to decrease dependence on welfare and increase the self-sufficiency of poor families in the United States. In summer 1998, the Office of the Assistant Secretary for Planning and Evaluation (ASPE) of the Department of Health and Human Services (DHHS) asked the Committee on National Statistics of the National Research Council to convene a Panel on Data and Methods for Measuring the Effects of Changes in Social Welfare Programs. The panel's overall charge is to study and make recommendations on the best strategies for evaluating the effects of PRWORA and other welfare reforms and to make recommendations on data needs for conducting useful evaluations. This interim report presents the panel's initial conclusions and recommendations. Given the short length of time the panel has been in existence, this report necessarily treats many issues in much less depth than they will be treated in the final report. The report has an immediate short-run goal of providing DHHS-ASPE with recommendations regarding some of its current projects, particularly those recently funded to study "welfare leavers"-former welfare recipients who have left the welfare rolls as part of the recent decline in welfare caseloads.

Globalization and economic liberalization have created opportunities to develop sustainable social policies by strengthening the national economy of the country. Major progress has been made in closing the gender gap, and the Constitution of Bangladesh provides equality of status and opportunity to all its citizens irrespective of sex. However, domestic violence perpetuated against women is a common phenomenon in Bangladesh. This book is a study about domestic violence against women in Bangladeshi society. It delineates, in particular, why and how some women become the victims of domestic violence in the changing socio-economic setting of Bangladesh. The author explores the multiple contexts in which domestic violence occurs by focusing on the everyday experience of women subjected to this violence. The book shows how changing socio-economic setting, urbanization and the growing demand for female labor influences the phenomenon and experience of domestic violence. It demonstrates that domestic violence is entangled in a complex web of institutionalized social relations that necessitates a structural and contextual understanding of the production of such violence in family, kinship and gender relations. Finally, it identifies factors that cause, perpetuate, and mitigate domestic violence or give strength to women to struggle and raise their voices or take shelter in the law against the perpetrators of domestic violence. A novel contribution to our understanding of how gender relationships are differently constituted and contested in the everyday lives of Bangladeshi women, both in natal and affinal families, this book will be of interest to academics in the field of Sociology, Gender and Law and South Asian Studies.

Book excerpt: We use data from the National Longitudinal Surveys of Youth 1979 and 1997 cohorts to compare welfare use, fertility rates, educational attainment, and marriage rates among teenage women in the years before and the years immediately following welfare reform. Our first objective is to document differences between these cohorts in welfare use and outcomes and behaviors correlated with 'entry' into welfare, and with future economic and social well-being. Our second objective is to investigate the causal role of welfare reform in behavioral change. We find significant differences between cohorts in welfare use and in outcomes related to welfare use. Further, difference-in-differences estimates suggest that welfare reform has been associated with reduced welfare receipt, reduced fertility, reduced marriage, and lower school drop-out among young women who, because of a disadvantaged family background, are at high risk of welfare receipt (relative to those at lower risk). Finally, in the post-welfare reform era, teenage mothers are less likely to receive welfare and are more likely to live with a spouse or to live with at least one parent than in the pre-reform era. Establishing definitively that welfare reform is responsible for these changes among teenagers will require further investigation.
