Book excerpt: In sub-Saharan Africa, female-managed plots often show a significant gap in productivity compared to men's plots. To examine these differences, a variable to determine who in the household controls agricultural plots is needed. There is variability in the ways in which gendered control over agricultural plots is defined and measured across studies. Many studies show that an in-depth analysis of intra-household relationships is necessary, as this is often a major unexplained factor in productivity differences. To contribute to filling this methodological gap, we estimate the productivity gap among male and female farmers in Uganda using three different identification approaches and conduct complementary qualitative research to investigate the underlying causes of these differences. The three approaches to define control over plots are: (1) gender of the plot manager, (2) gender of the main plot-level decision-maker and (3) on gender of decision-maker over income from the sale of crops. Results show significantly different gender productivity gaps of 16% (1), 43% (2) and 60% (3). Qualitative results confirm the variability in the way that households defined plot management, including multiple ways in which decisions are made or activities are distributed within households on jointly managed plots. Mixed-method research designs and improved gender variables for econometric models can contribute to a better understanding of gender productivity differences and better policy making aiming to reduce gender inequalities.

Book excerpt: We investigate gender differences in agricultural productivity using data collected in 2005 from Nigeria and in 2003 from Uganda. Results indicate that lower productivity is persistent from female-owned plots and female-headed households, accounting for a range of socioeconomic variables, agricultural inputs, and crop choices using multivariate Tobit models. These results are robust to the inclusion of household-level unobservables. However, productivity differences depend on the type of gender indicator used, crop-specific samples, agroecological region, and inclusion of biophysical characteristics. More nuanced gender data collection and analysis in agricultural research spanning diverse regions are encouraged to identify interventions that will increase productivity and program effectiveness for male and female farmers.

This paper offers guidelines on how to improve data collection efforts to ensure that women farmers are interviewed and that their voices are heard. Researchers need to clarify who should be interviewed, how to structure the interview, and how to identify which people are involved in various activities, as owners, managers, workers, and decisionmakers. It is important not simply to assume that one particular person does these activities based on social norms, but instead to ask the questions to allow for a range of answers that can demonstrate how the gender patterns in agriculture are changing. To assist in these efforts, the paper provides an overview of relevant questions to include, emphasizing that whenever questions are asked about ownership and access to resources, answers should be associated with individuals. Finally, collecting data on the institutions that are related to agricultural production and marketing allows analysis of the gender-based constraints and opportunities that they present.

Book excerpt: Women comprise 50 percent of the agricultural labor force in Sub-Saharan Africa, but manage plots that are reportedly on average 20 to 30 percent less productive. As a source of income inequality and aggregate productivity loss, the country-specific magnitude and drivers of this gender gap are of great interest. Using national data from the Uganda National Panel Survey for 2009/10 and 2010/11, the gap before controlling for endowments was estimated to be 17.5 percent. Panel data methods were combined with an Oaxaca decomposition to investigate the gender differences in resource endowment and return to endowment driving this gap. Although men have greater access to inputs, input use is so low and inverse returns to plot size so strong in Uganda that smaller female-managed plots have a net endowment advantage of 12 percent, revealing a larger unexplained gap of 29.5 percent. Two-fifths of this unexplained gap is attributed to differential returns to the child dependency ratio and one-fifth to differential returns to transport access, implying that greater child care responsibilities and difficulty accessing input and output markets from areas without transport are the largest drivers of the gap. Smaller and less robust drivers include differential uptake of cash crops, and differential uptake and return to improved seeds and pesticides.

By allocating female labor to its more productive use, we hypothesize that reducing gender inequality should disproportionately benefit industries with typically higher female share in their employment relative to other industries. Specifically, we exploit within-country variation across industries to test whether those that typically employ more women grow relatively faster in countries with ex-ante lower gender inequality. The test allows us to identify the causal effect of gender inequality on industry growth in value-added and labor productivity. Our findings show that gender inequality affects real economic outcomes.

Book excerpt: Women make essential contributions to agriculture in developing countries, where they constitute approximately 43 percent of the agricultural labor force. However, female farmers typically have lower output per unit of land and are much less likely to be active in commercial farming than their male counterparts. These gender differences in land productivity and participation between male and female farmers are due to gender differences in access to inputs, resources, and services. In this paper, the authors review the evidence on productivity differences and access to resources. They discuss some of the reasons for these differences, such as differences in property rights, education, control over resources (e.g., land), access to inputs and services (e.g., fertilizer, extension, and credit), and social norms. Although women are less active in commercial farming and are largely excluded from contract farming, they often provide the bulk of wage labor in the nontraditional export sector. In general, gender gaps do not appear to fall systematically with growth, and they appear to rise with GDP per capita and with greater access to resources and inputs. Active policies that support women's access and participation, not just greater overall access, are essential if these gaps are to be closed. The gains in terms of greater productivity of land and overall production are likely to be large.

Book excerpt: We examine the impact of ambiguous and contested land rights on investment and productivity in agricultural in Akwapim, Ghana. We show that individuals who hold powerful positions in a local political hierarchy have more secure tenure rights, and that as a consequence they invest more in land fertility and have substantially higher output. The intensity of investments on different plots cultivated by a given individual correspond to that individual's security of tenure over those specific plots, and in turn to the individual's position in the political hierarchy relevant to those specific plots. We interpret these results in the context of a simple model of the political allocation of land rights in local matrilineages.

This report estimates the monetary value of the gender gap in agricultural productivity in Malawi, Tanzania, and Uganda.
