Book excerpt: This paper compares the ex ante simulation of the impacts of conditional cash transfer programs against the ex post estimates of impacts obtained from experimental evaluations. Using data on program-eligible households in treatment areas from the same baseline surveys that are used for experimental evaluations of conditional cash transfer programs in Mexico and Ecuador, the authors use a micro-simulation model to derive ex ante estimates of the impact of the programs on enrollment rates and poverty. The estimates reveal that ex ante predictions of certain impacts of conditional cash transfer programs match up well against the benchmark estimates of ex post experimental studies. The findings seem to support the use of this model to assess the potential impact and cost efficiency of a conditional cash transfer program ex ante, in order to inform decisions about how the program would be designed.

Still, the depth and breadth of the DSS field continues to grow, fueled by the need to better support decision making in a world that is increasingly complex in terms of volume, diversity, and interconnectedness of the knowledge on which decisions can be based. This continuing growth is facilitated by increasing computer power and decreasing per-unit computing costs. But, it is spearheaded by the multifaceted efforts of DSS researchers. The collective work of these researchers runs from the speculative to the normative to the descriptive. It includes analysis of what the field needs, designs of means for meeting recognized needs, and implementations for study. It encompasses theoretical, empirical, and applied orientations. It is concerned with the invention of concepts, frameworks, models, and languages for giving varied, helpful perspectives. It involves the discovery of principles, methods, and techniques for expeditious construction of successful DSSs. It aims to create computer-based tools that facilitate DSS development. It assesses DSS efficacy by observing systems, their developers, and their users. This growing body of research continues to be fleshed out and take shape on a strong, but still-developing, skeletal foundation.

Book excerpt: Cash transfers targeted to poor people, but conditional on some behavior on their part, such as school attendance or regular visits to health care facilities, are being adopted in a growing number of developing countries. Even where ex-post impact evaluations have been conducted, a number of policy-relevant counterfactual questions have remained unanswered. These are questions about the potential impact of changes in program design, such as benefit levels or the choice of the means-test, on both the current welfare and the behavioral response of household members. This paper proposes a method to simulate the effects of those alternative program designs on welfare and behavior, based on microeconometrically estimated models of household behavior. In an application to Brazil's recently introduced federal Bolsa Escola program, the authors find a surprisingly strong effect of the conditionality on school attendance, but a muted impact of the transfers on the reduction of current poverty and inequality levels.

Book excerpt: This paper calculates, for the top twenty emitting countries, how much pricing of carbon dioxide (CO2) emissions is in their own national interests due to domestic co-benefits (leaving aside the global climate benefits). On average, nationally efficient prices are substantial, $57.5 per ton of CO2 (for year 2010), reflecting primarily health co-benefits from reduced air pollution at coal plants and, in some cases, reductions in automobile externalities (net of fuel taxes/subsidies). Pricing co-benefits reduces CO2 emissions from the top twenty emitters by 13.5 percent (a 10.8 percent reduction in global emissions). However, co-benefits vary dramatically across countries (e.g., with population exposure to pollution) and differentiated pricing of CO2 emissions therefore yields higher net benefits (by 23 percent) than uniform pricing. Importantly, the efficiency case for pricing carbon’s co-benefits hinges critically on (i) weak prospects for internalizing other externalities through other pricing instruments and (ii) productive use of carbon pricing revenues.

Este libro presenta la microsimulación como técnica de evaluación de las políticas públicas, al mismo tiempo que propone una revisión razonada de los recientes avances. Una conclusión común es que, gracias a un modelo de microsimulación, es posible identificar la mejor política de redistribución posible (en el sentido de maximizar una determinada función de bienestar social). De manera general, mediante el uso de esta técnica es posible hacer complementarios los enfoques macro de equilibrio económico general y micro de simulación de los comportamientos individuales. La presente publicación ofrece una herramienta de referencia a investigadores, académicos, políticos y analistas.

Ex-ante results are then compared with ex-post impact to examine the actual effectiveness of remedies. The results provide a critique of both simple market share analysis and remedy design. This research thus contributes to economics research and practical merger policy. This rare empirical assessment of the efficacy of remedies in competition policy will be of great significance and interest to policy makers, as well as to economists, lawyers, practitioners and students in competition law.
