Book excerpt: From the mid-1940s, state housing authorities in Australia built large housing estates to enable home ownership by working-class families, but the public housing system they created is now regarded as broken. Contemporary problems with the sustainability, effectiveness and reputation of the Australian public housing system are usually attributed to the influence of neoliberalism. Housing, Neoliberalism and the Archive offers a challenge to this established ‘rise and fall’ narrative of post-war housing policy. Kathleen Flanagan uses Foucauldian ‘archaeology’ to analyse archival evidence from the Australian state of Tasmania. Through this, she reveals that the difference between past and present knowledge about the value, role and purpose of public housing results from a significant discontinuity in the way we think and act in relation to housing policy. Flanagan describes the complex system of ideas and events that underpinned policy change in Tasmania while telling a story about state housing policy, neoliberalism and history that has resonance for many other places and times. In the process, she shows that the story of public housing is more complicated than the taken-for-granted neoliberal narrative and that this finding has real significance for the dilemmas in public housing policy that face us in the here and now.

The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

Furthermore, welfare systems reflect economic as well as social models and these, too, have changed as countries have responded to globalization, and traditional ideological frameworks have become less distinct. Thus, there is a need to redefine the connection between housing and welfare in light of changes in both welfare and housing systems. By investigating the current situation and historical development of housing provision and welfare distribution in different contexts worldwide, this book aims to contribute to an expanded understanding of housing and welfare. The book brings together 25 international housing researchers covering 15 countries worldwide. With such a global approach, the book aims to provide an updated empirical picture and analysis of different housing systems and their connection to the welfare regime in different national contexts. The book moves beyond the usual focus on affordable housing provision in the context of well-developed welfare regimes and includes countries from the global south, incorporating regions where it is debatable whether there are welfare systems present at all. Thus, the book aims to provide the reader with an insight into the large differences in housing provision in international contexts with large differences regarding how the welfare state is comprised. From these insights, we reflect on whether regime approaches continue to provide a suitable theoretical framework for understanding the relationship between housing and the wider welfare state. Need refers either to individual household circumstances or to the aggregate requirement for new (social and market) housing. The book develops a new policy mechanism to address the present fragmented policy situation. The mechanism now used to allocate finance and new social housing numbers is complex and ineffective in terms of meeting needs. The book’s proposals are rooted in clear definitions of the key terms, especially that of housing need, which suffers from lack of any clear definition. The analysis is developed using a large database of survey information covering England and Wales. The proposed policy mechanism should be of great interest at a time when radical change to local government are being considered. The proposed mechanism would greatly increase value for money of public time and expenditure on (planning for) social housing.
