In high‐demand urban areas housing shortages lead to unaffordable prices for many target groups. This book explores innovations to support a sufficient supply of affordable and sustainable rental housing. Book excerpt: This book explores the dynamic roles and linkages of public sector institutions and civil society actors in housing provision for the urban poor in South Africa. Based on actor-centred and network theories, two cases of civil society alliances are analysed. The book reveals that existing civil society structures are hybrids that can oscillate between networks and organisations. Moreover, they establish informal governance spaces with state actors outside the institutional channels provided by government. The emergence of oscillating structures and the informalisation of horizontal governance represent new challenges for local decision-making processes. Co-operation and action-oriented approaches in housing seemingly need to be based on a more detailed understanding of the complex interfaces, which go far beyond the conventional ideal of partnerships and participation between sectors.

Now, instead of amassing land, financing and sponsors, affordable housing stakeholders must understand the existing resident needs and have access to the market for affordable housing. Arguing for preservation as a way of acknowledging a basic right to the city, this book examines the ways that the broad range of stakeholders engage at the building and city levels. This book identifies the underlying challenges that enable or constrain preservation to demonstrate that effective preservation requires long-term relationships that engage residents, build trust and demonstrate a willingness to share power among residents, advocates and the government. The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

Book excerpt: This book draws together debates from two burgeoning fields, liminality and informality studies, to analyze how dynamics of rule-bending take shape in Rome today. Adopting a multiscalar and transdisciplinary approach, it unpacks how gaps and contradictions in institutional rulemaking and application force many residents into protracted liminal states marked by intense vulnerability. By merging a political economy lens with ethnographic research in informal housing, illegal moneylending, unauthorized street-vending and waste collection, the author shows that informalities are not marginal or anomalous conditions, but an integral element of the city’s governance logics. Multiple actors together construct the local cultural norms, conventions and moral economies through which rule-negotiation occurs. However, these practices are ultimately unable to reconfigure historically rooted power dynamics and hierarchies. In fact, they often aggravate weak urbanites’ difficulties in accessing rights and services. A study that challenges assumptions that informalities are predominantly features of developing economies or limited to specific groups and sectors, this volume’s critical approach and innovative methodology will appeal to scholars of sociology and anthropology interested in social theory, urban studies and liminality.

On few housing issues is there such concensus. Yet, in practice, it is obvious that participation can mean very different things in different contexts. This book explains why this is the case, and examines the growth of participation in the context of changes in the role of local authorities and their relationship with their electorates. These issues are examined in the first part of the book, which sets the context for exploring the roles of housing managers, councillors, tenants and tenant's associations in the second part. The book argues that the rise in arrangements for tenant participation masks considerable differences in the role played by tenants in different areas. These differences raise questions about the nature of power in the tenant-landlord relationship and more generally in the relationship between local government, citizens and consumers. These issues are examined in the final, third, part of the book.
