Book House of Commons Public Administration Select Committee PASC Latest Proposals for Ministerial Involvement in Permanent Security Appointments PASC s Recommendations HC 1041

Download or read book House of Commons Public Administration Select Committee PASC Latest Proposals for Ministerial Involvement in Permanent Security Appointments PASC s Recommendations HC 1041 written by Great Britain: Parliament: House of Commons: Public Administration Select Committee and published by The Stationery Office. This book was released on 2014-02-28 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: At present the Prime Minister can only veto a candidate selected on merit. But new proposals put forward by the Civil Service Commission would give the Prime Minister the power to choose between two candidates considered equally well qualified for the role. This report follows a long-running debate between the Civil Service Commission and the Government on the appointment of lead permanent secretaries - the most senior civil servant in a department. In January 2014 the Civil Service Commission put out to consultation two proposals on expanding ministerial influence on the recruitment process. PASC has concluded that the first option - to formalise the recruitment panel's powers to seek, and take into account, the view of the relevant minister during the appointment process - should be adopted. The Committee has warned that the adoption of the Commission's second option - allowing the Prime Minster or Secretary of State to effectively appoint a permanent secretary by choosing between two candidates 'of equivalent merit' risks the appearance that the choice will be made on grounds other than merit alone

Book Legislative Oversight and Budgeting

Download or read book Legislative Oversight and Budgeting written by Rick Stapenhurst and published by World Bank Publications. This book was released on 2008 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: In most countries, parliament has the constitutional mandate to both oversee and hold government to account. In light of the increased focus on good governance, academics and legislative strengthening practitioners are re-examining parliament's oversight function with a view to increasing public financial accountability, curbing corruption, and contributing to poverty reduction. This volume brings together research from many different perspectives and many different legislative settings worldwide. As the country case studies in section III demonstrate, the accountability mechanisms or oversight tools available to the legislature vary based on constitutionally defined powers of the legislature, institutional arrangements between the branches of government, divisions of authority between national, regional, and local governments, the degree of legitimacy conferred on the legislature, and the resources available to it. The budget process provides critical opportunities. Section II of this volume is devoted to examining budget oversight from the formulation and approval of the budget, to implementation and the ex post examination of the public accounts. Special attention is also paid to mechanisms to assist parliaments such as Public Accounts Committees and independent parliamentary budget offices. This title will be of interest to parliamentarians and parliamentary staff, legislative strengthening practitioners, and students of legislative development.

Book Cochrane Handbook for Systematic Reviews of Interventions

Download or read book Cochrane Handbook for Systematic Reviews of Interventions written by Julian P. T. Higgins and published by Wiley. This book was released on 2008-11-24 with total page 672 pages. Available in PDF, EPUB and Kindle. Book excerpt: Healthcare providers, consumers, researchers and policy makers are inundated with unmanageable amounts of information, including evidence from healthcare research. It has become impossible for all to have the time and resources to find, appraise and interpret this evidence and incorporate it into healthcare decisions. Cochrane Reviews respond to this challenge by identifying, appraising and synthesizing research-based evidence and presenting it in a standardized format, published in The Cochrane Library (www.thecochranelibrary.com). The Cochrane Handbook for Systematic Reviews of Interventions contains methodological guidance for the preparation and maintenance of Cochrane intervention reviews. Written in a clear and accessible format, it is the essential manual for all those preparing, maintaining and reading Cochrane reviews. Many of the principles and methods described here are appropriate for systematic reviews applied to other types of research and to systematic reviews of interventions undertaken by others. It is hoped therefore that this book will be invaluable to all those who want to understand the role of systematic reviews, critically appraise published reviews or perform reviews themselves.

Available in PDF, EPUB and Kindle. Book excerpt: Archives are considered to be collections of administrative, legal, commercial and other records or the actual place where they are located. They have become ubiquitous in the modern world, but emerged not much later than the invention of writing. Following Foucault, who first used the word archive in a metaphorical sense as "the general system of the formation and transformation of statements" in his "Archaeology of Knowledge" (1969), postmodern theorists have tried to exploit the potential of this concept and initiated the "archival turn". In recent years, however, archives have attracted the attention of anthropologists and historians of different denominations regarding them as historical objects and "grounding" them again in real institutions. The papers in this volume explore the complex topic of the archive in a historical, systematic and comparative context and view it in the broader context of manuscript cultures by addressing questions like how, by whom and for which purpose were archival records produced, and if they differ from literary manuscripts regarding materials, formats, and producers (scribes).

Book The Sacred Officials of the Eleusinian Mysteries

Download or read book The Sacred Officials of the Eleusinian Mysteries written by Kevin Clinton and published by American Philosophical Society Press. This book was released on 1974 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a print on demand publication. This study developed in the course of preparing a collection of all the epigraphical evidence relating to the sanctuary of Demeter and Kore at Eleusis. The author soon realized that many problems connected with the priesthoods could be treated more conveniently in a separate study than in the commentaries on individual inscriptions. The proper scope of the separate study naturally appeared to be all Eleusinian priesthoods and sacred offices. The scheme he has adopted is a prosopographical account, in chronological order, of all the known incumbents of each priesthood, with an emphasis on certain aspects: qualifications for a priesthood, manner of selection, length of incumbency, official functions and duties, rank or importance relative to other priesthoods in the cult, social position, participation in civil life and in other festivals or cults, and religious dress. The evidence not connected with specific priests or priestesses has been interspersed chronologically among them; but there are occasional departures from this procedure where it was more useful to discuss in one place all the evidence on a given topic (e.g., religious dress). Book Sex Gender and Substance Use

Download or read book Sex Gender and Substance Use written by Lorraine Greaves and published by MDPI. This book was released on 2021-04-14 with total page 272 pages. Available in PDF, EPUB and Kindle. Book excerpt: “Sex, Gender and Substance Use” describes how both biological and social factors affect people's use of substances. There is a lot of research carried out on substance use, prevention and treatment in which sex and gender are missing. This book describes the concepts of sex and gender, what they mean and why including them in substance use research, practice and policy is vital. Substances such as alcohol, drugs, nicotine, and tobacco all have differential effects on females and males. Social and cultural gendered factors affect how women and men react to prevention, treatment and policies. The book includes numerous examples of how sex- and gender-sensitive research can increase our understanding and improve prevention and treatment, and why striving for gender-transformative substance use practice and research remains a gold standard.
