Book excerpt: Since September 1962, hardly a week has passed without a major armed confrontation or an outright war in Yemen. The number of long-lasting insurgencies, mutinies, rebellions, or terrorism-related activities that took place during this period numbers in the dozens. Despite the duration of all these conflicts, and although they may have caused as many as half a million of deaths, the rest of the World has heard very little about them. At best, Yemen is nowadays known as a hotbed of international terrorism, an area that is on the receiving end of frequent US air strikes flown by UAVs, or as 'some place' fiercely bombarded by a coalition led by Saudi Arabia. While at least some details about British operations in what was Southern Arabia of the 1960s have been published over the years, next to nothing is known about the activities of local air forces. This is even more surprising considering that for nearly two decades there were no less than two, fully developed services of that kind - one operated by what was then North Yemen, another by what used to be South Yemen - and that these were deeply involved in the Cold War, too. Using newly released secret intelligence sources, neglected memoirs, and popular memory, this tells the story of military aviation in Yemen since 1962. It provides in-depth insights and analysis of campaigns fought by the Egyptian air force during the 1960s, the creation of two Yemeni air forces in the 1970s, an entire series of inter-Yemeni wars of the 1980s and 1990s, and the wars since 2000 that ultimately resulted in collapse of the country and its military, in 2015.

Believing al-Badr to be dead, Egypt, the Soviet Union, and most countries recognized the YAR. But when al-Badr unexpectedly turned up alive, Saudi Arabia and Britain offered support to the deposed Imam, drawing Yemen into an internationally-sponsored civil war. Throughout six years of major conflict, Yemen sat at the crossroads of regional and international conflict as dozens of countries, international organizations, and individuals intervened in the local South Arabian civil war. Yemen was a showcase for a new era of UN and Red Cross peacekeeping, clandestine activity, Egyptian counterinsurgency, and one of the first largescale uses of poison gas since WWI. Events in Yemen were not dominated by a single power, nor were they sole products of US-Soviet or Saudi-Egyptian Arab Cold War rivalry. Britain, Canada, Israel, the UN, the US, and the USSR joined Egypt and Saudi Arabia in assuming varying roles in fighting, mediating, and supplying the belligerent forces. Despite Cold War tensions, Americans and Soviets appeared on the same side of the Yemeni conflict and acted mutually to confine Egyptian President Gamal Abdel Nasser to the borders of South Arabia. The end of the Yemen Civil War marked the end of both Nasser's Arab Nationalist colonial expansion and the British Empire in the Middle East, two of the most dominant regional forces. This internationalized conflict was a pivotal event in Middle East history, overseeing the formation of a modern Yemeni state, the fall of Egyptian and British regional influence, another Arab-Israeli war, Saudi dominance of the Arabian Peninsula, and shifting power alliances in the Middle East that continue to lie at the core of modern-day conflicts in South Arabia.

Book excerpt: The political situation within Yemen has catapulted to the top tier of U.S. national security concerns over the last several years as it has become more directly linked to both the problem of international terrorism and the need for future stability in the Arabian Peninsula. On the terrorism front, the December 25, 2009, attempted bombing of a U.S. passenger aircraft in Detroit, Michigan, by an individual trained by Yemeni terrorists was a particularly clear warning to the United States about the dangers of neglecting this geopolitically important country. Yet, this near catastrophe also underscored the need for a careful consideration of U.S. policies regarding Yemen. This requirement may be especially clear when one considers the chain of events that might have been set off had there been a successful terrorist strike in Detroit in which hundreds of Americans were killed. Apart from the human cost of such a tragedy, the U.S. leadership would have been under enormous pressure to respond in a way consistent with the level of public outrage associated with the event. Public pressure might well have existed for military intervention in Yemen with U.S. ground combat troops. Such an intervention is something that the present work insists would infuriate virtually the entire Yemeni population, regardless of the objective merits of the U.S. case for the offensive use of U.S. ground combat forces. In approaching this analysis, Dr. W. Andrew Terrill quotes then Central Command Commander General David Petraeus in an April 2009 statement that the al-Qaeda threat across the Middle East is weakening except in Yemen. In Yemen, the threat still seems to be growing well over a year following this prescient observation. Additionally, while the terrorism threat alone requires an intensive U.S. interest in Yemen, it is not the only reason why an understanding of current Yemeni issues is important for the U.S. national interest. An intermittent insurgency by Zaydi rebels in northern Yemen and an expanding secessionist movement in southern Yemen are also serious problems which may have important implications for the wider Arabian Peninsula. Unfortunately, while these problems are straightforward, their solutions are not. Dr. Terrill also points out how deeply distrustful most Yemenis are of any foreign military presence on their soil and how quickly clerical leadership in Yemen will characterize any U.S. bases in Yemen as colonialism, which the population is required to resist by their religion. The U.S. challenge is therefore to help Yemen destroy al-Qaeda without deploying large numbers of U.S. troops in that country, while encouraging a peaceful and lasting resolution of the government's problems with the northern Zaydi tribesmen and the "Southern Movement," which calls for an independent state in the south. All important U.S. policies on Yemen will have to be coordinated with Saudi Arabia, which is Yemen's largest aid donor and plays a major role in Yemen's politics. The Strategic Studies Institute is pleased to offer this monograph as a contribution to the national security debate on this important subject as our nation continues to grapple with a variety of problems associated with the future of the Middle East and the ongoing struggle against al-Qaeda. This analysis should be especially useful to U.S. strategic leaders and intelligence professionals as they seek to address the complicated interplay of factors related to regional security issues, fighting terrorism, and the support of local allies. Book excerpt: The majority of narratives about the October 1973 Arab-Israeli War stress that air power did not play a dominant role. The deployment of strong, well-integrated air defenses by Egypt and Syria, that caused heavy losses to the Israeli air force early during that conflict, not only spoiled Israel's prewar planning, but prevented it from providing support for Israeli ground forces too. A cross-examination of interviews with dozens of Egyptian participants in that conflict, contemporary reporting in the media, and also intelligence reports, offers an entirely different picture. Accordingly, for much of that war, the Israelis flew heavy air strikes on Port Said, on the northern entry to the Suez Canal. Furthermore, they repeatedly attacked two major Egyptian air bases in the Nile Delta - el-Mansourah and Tanta - in turn causing some of the biggest air battles of this war. Indeed, in Egypt, the response to these attacks reached the level of legend: the supposed repelling of an Israeli air strike on el-Mansourah, on 14 October 1973, prompted Cairo to declare not only a massive victory, but also that date for the day of its air force. However, the actual reasons for Israeli air strikes on Port Said, el-Mansourah and Tanta remain unclear to this day: there are no Israeli publications offering a sensible explanation, and there are no Egyptian publications explaining the reasoning. Only a cross-examination of additional reporting provides a possible solution: el-Mansourah was also the base of the only Egyptian unit equipped with R-17E ballistic missiles, known as the SS-1 Scud in the West. As of October 1973, these missiles were the only weapon in Egyptian hands capable of reaching central Israel - and that only if fired from the area around Port Said. While apparently unimportant in the overall context, this fact gains immensely in importance considering reports from the US intelligence services about the possible deployment of Soviet nuclear warheads to Egypt in October 1973. Discussing all the available information, strategy, tactics, equipment and related combat operations of both sides, '1973: the First Nuclear War' provides an in-depth insight into the Israeli efforts to prevent the deployment of Egyptian Scud missiles - whether armed with Soviet nuclear warheads or not - in the Port Said area: an effort that dictated a lengthy segment of the application of air power during the October 1973 Arab-Israeli war, and resulted in some of the most spectacular air-to-air and air-to-ground battles of that conflict. Illustrated by over 100 photographs, a dozen maps and 18 color profiles, this book thus offers an entirely new thesis about crucial, but previously unknown factors that determined the flow of the aerial warfare in October 1973.
