Book excerpt: Horizon 2020, the EU framework programme for research and innovation (2014-2020) is aimed at building a society and an economy based on knowledge and innovation across the Union, while contributing to sustainable development. The programme supports the implementation of the Europe 2020 strategy and other Union policies, as well as the achievement and functioning of the European Research Area (ERA). The introduction to this European implementation assessment (EIA) presents basic information on the implementation of Horizon 2020, including policy on gender equality and international cooperation. In addition, the annexes contain the input to the EIA received from external experts, who prepared analyses of the implementation of the three Horizon 2020 priorities: excellent science, industrial leadership, and societal challenges. The implementation of each priority was analysed from two perspectives: a) a research and industry perspective prepared by experts from the Centre for Strategy and Evaluation Services (CSES) and the Centre for Industrial Studies (CSIL); b) economic and financial perspective prepared by experts from the Europe Economics consortium.

Book excerpt: The annex is a complementary input into the study supporting the European Commission's (EC) ex-post evaluation of the Societal Challenges 1, 6 and 7 of the EU Research and Innovation Framework Programme Horizon 2020. It provides a comprehensive analysis of the evaluation questions listed under tender specifications (see Table 1), supplementing the syntax analysis provided in the Final Report. Under this study, the term 'Resilient Europe' is understood as encompassing activities that contribute to building a more resilient Europe in terms of addressing the societal challenges: 1) Societal Challenge 1 (SC1): Health, demographic change and wellbeing; 2) Societal Challenge 6: Building more innovative, inclusive, resilient societies; 3) Societal Challenge 7: More secure societies. Additionally, the answers focus on specific public-public and public-private partnerships. The document is divided according to each Societal Challenge (SC1, SC6, SC7) and organised by the Better Regulation (BR) criteria. The exception applies to the Efficiency analysis, which was complemented as one chapter for all assessed programme parts upon the agreement with the EC. The table below presents short descriptions of each of the evaluation criteria. In addition, the 2 partnership-specific evaluation criteria - additionality and transparency and openness - apply to all partnerships assessed under this study.

Book excerpt: The framework programmes are the EU's main instruments for the funding of research and innovation in Europe. Horizon 2020 is the eighth EU's framework programme for research and innovation for the period 2014-2020 with a budget of nearly EUR 77 billion. Horizon 2020 was designed to drive economic growth and create jobs by coupling research and innovation with an emphasis on excellent science, industrial leadership and tackling societal challenges. The general objective is to contribute to the EU's overarching jobs and growth strategy by: helping to build a society and an economy based on knowledge and innovation across the Union; by leveraging additional research, development and innovation funding; and by contributing to attaining research and innovation targets, including the target of investing 3% of GDP in research and innovation across the Union by 2020. The interim evaluation of Horizon 2020 demonstrates that Horizon 2020 is an attractive and well-performing programme, highly relevant for stakeholders. It goes in the right direction in delivering value for money and is on course to meet its knowledge-creating objectives. However there are areas for improvement such as oversubscription; stimulating breakthroughs, market-creating innovation, in particular by SMEs, and scaling up to EU level; and bringing results to citizens and involving them more. The results of this interim evaluation will help improve the implementation of Horizon 2020 in its last work programme 2018-2020, to provide input to the report of the High Level Expert Group on maximizing the impact of EU research and innovation programmes and it will inform the design of future framework programmes.

With the subsequent iterations of the process and Treaty modifications, the framework programme became a financial and strategic tool to support and implement EU research and innovation policies. As the scope of the framework programme widened and with the multiplication of the type of instruments used to implement it, the framework programme progressively supported all activities of the innovation process, research being just one of them. As the discussions on the structure and content of FP9 are expected to begin in autumn 2017, this paper reflects on the evolution of the framework programme since its origin and points out key issues that will be debated in the coming years among the European institutions, the Member States and stakeholders regarding the structure of the framework programme, its objectives and its implementation.

It constitutes the final report for phase 1 (Horizon 2020). This evaluation study covers all activities of the European Framework Programmes in the impact area Green Transition, i.e., all related activities in Horizon 2020 (2014-2020) and the first phase of Horizon Europe. It notably covers four Societal Challenges under Horizon 2020: SC2, SC3, SC4, and SC5. This evaluation study also assesses European partnerships under the Framework Programme active in Green Transition-related fields with a legal obligation for evaluation (Joint Undertakings, Knowledge and Innovation Communities, Art. 185 or 187 TFEU), as well as the JRC. Other partnerships relevant for the Green Transition (Horizon 2020 contractual public-private partnerships, EJP Co Funds, Joint Programming Initiatives, ERA Nets) are taken into account as part of the evaluation of the thematic areas. To conduct the evaluation, a specific methodological approach was designed during the inception phase, in agreement with the steering committee. The selected methodological approach mixed various data collection and data analysis tools (e.g. bibliometrics, case study, survey, benchmarking). The different tools mobilised throughout the evaluation enabled the collection of evidence to answer the various evaluative questions considered under this evaluation.

This supporting study covers the rationale, implementation and achievements, and the longer-term impacts and sustainability of the measures.
