The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

When mental health workers took Joyce Brown from her "home" on a New York City sidewalk and hospitalized her against her will, she defended herself by asserting her rights: to live where she wanted, to speak to the press to deride the city's policy, and to refuse unwanted psychiatric treatment. In theory, as a United States citizen, Brown possessed rights protecting her from governmental intrusion into her personal life. In practice, those rights were curtailed at the time of her civil commitment.Using the case of Joyce Brown as an example, Judith Lynn Failer explores the theoretical, legal, and practical justifications for limiting the rights of people who are involuntarily hospitalized. By looking at the reasons why law and theory say that some people diagnosed with mental illnesses no longer qualify for the full complement of constitutional rights, the author pieces together basic assumptions about who does, and who should, qualify for rights. Failer's analysis is motivated by her concern that people facing involuntary hospitalization stand to lose the most effective means they have of protecting themselves from abuse—their rights. She concludes that there is insufficient guidance for deciding who qualifies for regular rights and full citizenship. Finally, the author calls for the use of flexible standards to determine who should and who does qualify for rights.

Book excerpt: The Philosophy of Homelessness is borne out of a five-year ethnographic research project involving being with a group of chronically homeless people in Chester. A small city located in the northwest of the UK, Chester is economically supported by its heritage and the tourism that this attracts. In an obvious sense, the awkwardness of the phrase ‘being with a group of chronically homeless people’ is regrettable. Nevertheless, this unfortunately self-conscious phrase is significant, with its importance residing in the word and concept of ‘being’. Whilst philosophical understandings of being are often thought about in rather abstract terms, The Philosophy of Homelessness explores the daily experience of chronic homelessness from a perspective that renders its ontological impress in ways that are explicitly felt, often in forms that are overtly political and exclusionary in character, especially in terms of identity and belonging within the city. Themes that emerge from the work, which coalesce around living in the margins of the city and experiencing only the shadow of the right to be, include: the economy of chronic addiction and its impact upon the body; the relationship between chronic homelessness and the law; and chronic homelessness and identity and desire. These themes are explored through a number of thinkers, though predominantly: Nietzsche, Lacan, Bourdieu and Kristeva. This work is likely to be of interest to anyone working in the fields of: criminology; sociology, especially those areas concerned with marginalised groups; and philosophy in its socially and politically engaged forms; as well as to those with an interest in homelessness.

Book excerpt: First published in 1997, this volume presents the results of in-depth research into the application of the UK homelessness legislation in relation to community care, the Children Act 1989, violence to women, and racial harassment. This is supplemented with a consideration of policies and practices in 15 local authority homelessness departments. It is argued that government created the nation of a successful, or "appropriate" applicant, but this could not be translated into actual practice as the original legislation did not facilitate it. In fact, in the mid-1990s, government became more concerned with notions of inappropriateness, stereotyping those using the homelessness legislation and creating modern "folk devils". This was the background to the 1996 changes to the homelessness legislation which have created the notion of the "inappropriate" applicant. It is argued that the new legislation is more concerned with denial, deterrence and privatization. The new legislation has also detrimentally affected the application of the homelessness legislation in each of the areas discussed.
