Book excerpt: This document presents the Queer Students of Architecture, Planning, and Preservation's (QSAPP) research into housing for LGBTQ youth experiencing homelessness in New York City. Based at Columbia GSAPP, QSAPP's interdisciplinary project looks at this issue from the various disciplines of the built environment represented at the school: architecture, real estate, planning, and preservation. The book draws on a range of sources--including data from government and social service organizations, operating models of existing organizations in New York, and interviews with service providers and experts in the field--and perspectives in sociology, public health, and advocacy. Funding is often cited as one of the biggest barriers to solving this housing crisis, but an analysis of funding models and strategies does not currently exist. In addition, housing is a design problem but there are no published reports that analyze LGBTQ youth housing from a spatial perspective. QSAPP hopes that by visualizing this issue and highlighting ways in which these shelters fit into specific planning and real estate systems in the city, we can further shed light on the specific needs of LGBTQ youth and help advise on ways forward with these concerns in mind.

The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

Major cities have managed to drive down the murder rate, improve the schools, restore the built environment, and revitalize their economies. Middle class families are putting down roots in neighborhoods once given up for dead. But solutions to homelessness have eluded even the most successful cities. While the South Bronx was once synonymous across the globe for “slum,” now, San Francisco and Los Angeles are just as internationally notorious for their homelessness crises. Indeed, the same cities with the worst homelessness crises rank among America’s most successful. One of the crisis’ more perplexing features is how cities that have met with so much success with respect to economic development, crime and public education have failed to even ease their homelessness crisis, much less end it. In Homelessness in America, Stephen Eide examines the history, governmental and private responses, and future prospects of this intractable challenge. The “chronic” nature of the challenge should be understood, he argues, by reference to American history and American ideals. The history of homelessness is bound up with industrialization and urbanization, the closing of the West, the Great Depression, and the post WWII decline and subsequent revival of great American cities. Though we’ve used different terms (“tramp” “hobo” “bum”) at other times, something like homelessness has always been with us and the debate over causes and solutions has always involved conflicts over fundamental values. After explaining why homelessness persists in America and correcting popular misconceptions about the issue, Eide offers concrete recommendations for how we can do better for the homeless population. Homelessness in America engages readers by answering the most common questions their audience brings to the topic and exploring other questions that are no less important for being not as commonly asked. Homelessness intersects with multiple other policy areas: education, urban development, criminal justice reform, mental health. While the literature on home and homelessness reveals various perspectives, social integration was considered most relevant for this research. "Houselessness" and "homelessness" are distinct concepts. The houseless are characterized as being "unsettled", occupying spaces not considered rightfully theirs, and being "othered". The meaning of "home" is questioned and scrutinized through personal stories from Tent City 3, a houseless encampment in Seattle. An interpretation of the stories revealed that (1) human connection is the core factor in a sense of home, (2) homelessness is a condition independent of housing, and (3) people can be in flux between home and homelessness. The research proposes moving from "ending homelessness" to "making people feel at home" and presents the Home Framework, which can serve as a guide for approaches to houselessness, planning and policy of the built environment, and manifestations of global migration.

Whereas we get to determine our difference or sameness, the homeless person’s difference is imposed upon them and assumed to be known because of their homelessness. Exclusion from housing – either a commodity that should be accessed from the market or social provision – signifies the homeless person’s incapacities and failure to function in what are presented as unproblematic social systems. Drawing on a program of research spanning ten years, this book provides an empirically grounded account of the lives and identities of people who are homeless. It illustrates that people with chronic experiences of homelessness have relatively predictable biographies characterised by exclusion, poverty, and trauma from early in life. Early experiences of exclusion continue to pervade the lives of people who are homeless in adulthood, yet they identify with family and normative values as a means of imaging aspirational futures.
