Book excerpt: On 23 June 2016 the people of the United Kingdom will decide whether the country should remain in or leave the European Union. This referendum will be, in the words of the Prime Minister, a "huge decision for our country, perhaps the biggest we will make in our lifetimes". The Government's confirmation that an in/out referendum would be held in June followed intense negotiations with the other 27 Member States and the EU institutions. These culminated in the European Council's agreement, on 19 February 2016, to a "new settlement for the United Kingdom within the European Union". The Government was clear throughout the negotiations that its support for continuing EU membership would depend upon reaching a successful outcome. Yet the referendum question makes no reference to either the negotiations or the "new settlement". In this report we explore the linkage between the negotiations, the "new settlement", and the more fundamental, once-in-a-generation decision that awaits the electorate on 23 June. We trace the origins of the Government's negotiating objectives, and consider the degree to which they reflect a consensus within and across the United Kingdom on the advantages and drawbacks of EU membership

Book excerpt: This report was produced online to coincide with the second reading of the European Union Bill (Bill 106, session 2010-11, ISBN 9780215557339) on 7 December 2010. The Committee is critical that it had been given only four weeks to investigate and prepare a report on the Bill's provision affirming the principle of Parliamentary sovereignty. This report sets out in detail the legal relationship between the United Kingdom and the European Union and the current debate on the scope of Parliamentary sovereignty, then evaluates the sovereignty clause (clause 18) in the light of evidence received. The evidence suggests that the legislative supremacy of Parliament is not currently under threat from EU law. However, the Committee believes recent UK court decisions have called into question the legal basis of Parliamentary sovereignty and the legislative supremacy of Parliament. It concludes that Clause 18 is a reaffirmation of the role of a sovereign Parliament in a dualist state, nothing more, nothing less. It does not address the competing primacies of EU and national law and much evidence suggests the clause is not needed. The Bill's proposal that approval to certain changes in EU law will require first to be approved by an Act of Parliament and that the change should be approved by a referendum is also considered. This "referendum lock" is viewed as an attempt to bind future Parliaments, but the Committee concludes there is no clear evidence that one Parliament has authority to act in this way.

Book excerpt: Turkey remains at a key geostrategic crossroads for U.S. security interests in Europe, the Middle East, and Central Asia. Yet, there is a perceived divergence of strategic interests between the United States and Turkey which was exacerbated by domestic political quarreling between the Islamist-led government of Prime Minister Necmettin Erbakan and the Turkish General Staff. The June change in government, which saw the resignation of Erbakan, is unlikely to resolve these differences. Membership in the European Union (EU) and the Western European Union (WEU) are key foreign policy goals for Turkey's secularist Eurocentric generals. Although the prospects for admission are slim for now, Turkish military and civilian officials place a high priority on trade and investment opportunities to be gained from EU membership. The Turkish government had backed away from efforts to link support for NATO enlargement to Turkish acceptance as a full member in the EU. Nonetheless, Turkey is not enthusiastic about NATO enlargement and may push for a substantial pause after the first round or make another effort at linkage.
