In vain have the most probable chief causes of this disease been pointed out, as well as the good results that have followed the removal of such causes in various parts of the world. In vain has this community been informed by many of its philanthropic physicians and through successive reports of its Grand Juries, that those causes are to be found in this city from one year's end to another, and perhaps to a greater extent than in any other spot upon the globe. In vain have they been referred to their Hospitals, their Orphan flsylums, and their crowded cemeteries for the indubitable evidences of sick ness and death. With stoic indifference they have viewed these appalling scenes and turned a deaf ear to the advice and entreaties' of their monitors. Engrossed with the exciting occupations and enjoyments of the winter, they cast not a thought upon the evils that may come upon them in summer. When shown by the reports from their cemeteries that the annual mortality of this city, in pro portion to population, more than doubles that of any city either in Europe or America, they either disregard the solemn truth or flatly deny it - saying there must be some mistake, and calling those who bring to light such unwelcome facts, enemies to the city and tra ducers of its fair fame. The epidemlc outbreak at Gallipolis, during September of the present year, is most certainly proof positive that the disease, under certain favorable conditions, may become epidemic in this State. Grave doubt is also thrown on the statement of Drake, that the Gallipolis outbreak of 1796 was not one of yellow fever. History repeats itself; and, in the future, many writers will be disposed to think that the form of disease, manifested, at Gallipolis in 1796, was identical with that which appeared in 1878. The Views of the writer have been materially modified as before stated, within the short space of one year. Some little personal experience with the disease during the summer just past has caused this radical change of opinion. The voice of policy is louder than that of reason. It is certainly not a matter of wonder, that many denizens of cities to whom wealth is brought by the wind that bears death to their fellow citizens and that physicians, enjoying, as they do, certain prescriptive privileges, have so often been heard in denunciation of the measures calculated to protect the health of our cities. But it is truly surprising that mer cantile communities, with all the good sense and freedom from prejudice that generally characterizes that body, should ever Oppose these salutary regulations, which more than all others, serve to promote and foster the commercial interests of the port. We would not impugn the motives of our fellow citi zens, but men are generally prone to believe that Opinion to be true, to which their interests incline; and pride prompts them to maintain the principles they have once adopted. Thus it is that self-interest warped opinion, and truth, jus tice, and humanity have been sacrificed to expedience, policy and professional bigotry. Happily the larger portion of mankind will not weigh the lives of their fellow citizens in one scale, and the price of blood in the other; and if they err, it is either from not having the facts laid clearly before them, or else from blind devotion to their adopted Opinions. It is our desire to call the attention of our fellow citizens to a few facts and circumstances in relation to yellow fever; and we hope they will regard our subject as one worthy of mature deliberation. This is our only desire; we do not seek the public ear as an aspirant for literary or professional honors, but as the unpretending advocate of truth and hu manity.
