It started from the premise that the history of Romanian technique is scarcely known outside the borders of Romania. The main Romanian contributions to the world’s technological heritage are missing, except for a few names in the field of aviation, from the great encyclopedias and dictionaries published worldwide. This is due, among other reasons, to the insufficient promotion in widely spoken languages of the history of Romanian technology. The multidisciplinary approach of the volumes means that the field of technology had to be split into several branches. The present volume includes the following industries: electrical engineering, energy technology, biomedicine, maritime and rail transport, automotive industry, aviation. The history of engineering societies, of engineering education, of intellectual property, and of inventions, as well as a synopsis of the personalities of Romanian engineering have been tackled in separate chapters. For each field, are engaged the collaboration of authors who have already published a history of their field. Certain chapters were drafted with the aid of specialists who have played the part of policy makers in the elaboration of development strategies for Romania and who are familiar not only with the facts and the history of their field, but also with the ‘philosophy’ behind its development.

It describes Romania's IT industry under Communism and the changes in both IT policies and the IT industry following the December 1989 revolution. Though flawed in many ways, Romania's Communist-era isolationism did lead to some build-up of IT-related technological capabilities.Post-1989 liberalisation has encouraged a suppression of higher-level capabilities but a substantial increase in lower-level IT skills. Hardware capabilities have been lost far more than those in software. In part, this is due to various 'natural protections' that shield the domestic software market from foreign packages. In part, it is due to continued state support for Romania's software industry.Future development of this industry is likely to focus more on services than packages, and more on the domestic than the export market. However, future development will depend on continuing government intervention: not the state ownership and regulation of the Communist era, but promotional interventions that support what will be a vital keystone of all national economies in the 21st century.

The nature and boundaries of IT have also meant that it has shaped, or become embedded within a wide range of other scientific, technological and economic developments. Governments, from the outset, saw the computer as a strategic technology, a keystone of economic development and an area where technology policy should be targeted. This was true for those economies interested in maintaining their technological and economic leadership, but also figured strongly in the developmental programmes of those seeking to modernise or catch up. So strong was the notion that IT policy should be the centre of economic strategy that predominant political economic ideologies have frequently been subverted or distorted to allow for special efforts to promote either the production or use of IT. This book brings together a series of country-based studies to examine, in depth, the nature and extent of IT policies as they have evolved from a complex historical interaction of politics, technology, institutions, and social and cultural factors. In doing so many key questions are critically examined. Where can we find successful examples of IT policy? Who has shaped policy? Who did governments turn to for advice in framing policy? Several chapters outline the impact of military influence on IT. What is the precise nature of this influence on IT development? How closely were industry leaders linked to government programs and to what extent were these programs, particularly those aimed at the generation of 'national champions', misconceived through undue special pleading? Book excerpt: It is well known that the Academies of Sciences in Western Europe have different goals than those of Eastern Europe mainly due to their independent status. Although some of the Academies in the West supervise research activities or some institutes, their main mission is to stimulate and access scientific developments in their own countries. In particular, they have a mission to advise their governments and other central bodies on science policy and organization of research. The Academies of Central and Eastern Europe supervise numerous research institutes with a relatively large number of research scientists. Also, many of these institutes carry out basic and applied research isolated from that of universities and industry. Industry on a few occasions in the past sought solutions to its problems or the development of new products from the Institutes of the Academies of Sciences. The challenges now facing the Academies of Central and Eastern Europe include the lack of adequate financing, the loss of status of scientific work, the defection of young researchers and the difficulties of recruiting new high level research staff. A major problem is the emerging lack of candidates for doctorate studies. The organization and financing of research in institutes, universities and industries and the role that the Academies of Sciences can play is also one of the subjects to be addressed. Public funding is limited and most of the funds available are directed towards applied research.

In this study the long term economic transformation of Romania is studied, offering a detailed narrative and thematic account of events from the nineteenth to the twenty-first centuries. From the first steps towards large scale industrialisation begun prior to the First World War, through the accelerated pace set by the communist regime after 1945 and the uncertainty following its subsequent collapse in 1989, the book addresses a wide range of pertinent issues that have shaped Romania's economic development. The study also offers an interpretation of a distinctive phase in the modernisation of post-communist Romania, supported by economic-historical surveys of the proceeding century as a context for recent restructuring on the eve of EU accession. This is linked with trends in the region as a whole so that a broad perspective is maintained throughout the book. By highlighting Romania's position as one of more backward accession states and considering in what ways its experience during transition differs from the more developed states of the region, this study offers a valuable insight into both the history of Romania, and its future prospects. Furthermore it provides a valuable case study that can be compared and contrasted with other countries who are likewise still grappling with the legacy of a centralised economy, and in the process of adopting a more market orientated approach in order to gain EU membership.
