Book excerpt: Excerpt from History and Civil Government of Pennsylvania Some things in civil government can and should be taught in connection with the regular lessons on the history of the United States. For instance, the nature and purposes of taxes, direct and indirect, should be made plain when the pupil is first taught that taxation without representation was one of the abuses which led to the American Revolution. No one likes to pay tax. The pupil should be taught that a willingness to pay a just share of tax for the support of the government and for the education of the people is fully as much the mark of a patriot as a willingness to make sacrifices on the field of battle in defense of one's country. The meaning of a vote and the sacredness of the ballot can be taught in connection with many of the lessons in American history. The perpetuity of a free government depends very largely upon the faith of the people in the purity and efficacy of the ballot. The boy who asked his teacher whether it is justifiable to accept money for doing what is right, say for an honest days work, and if so, whether it is not justifiable to accept money for a vote provided one votes the right ticket, was sadly in need of instruction showing why the law has made it a crime either to buy or to sell a vote. An excellent point of departure for a lesson on the wickedness of bribery is the famous reply of Gen. Joseph Reed: "I am not worth purchasing; but such as I am, the King of Great Britain is not rich enough to buy me." In the career of most pupils there comes a time when Civics should be taken up as a separate study. The laws of Pennsylvania do not include this among the branches that must be taught in the public schools, but the duty of the teacher to prepare the pupils for the discharge of their duties as citizens, implies that he should teach them how the laws are made and administered, how justice is dispensed in our courts, how the officers of the government are elected or appointed, and what are the benefits which accrue from good government to society and to the individual. This, of course, involves instruction on the origin and history of different phases of local, State and National government.
