Book excerpt: Major societal challenges of a global nature include climate change, efficient energy supply, environmental sustainability, and health care. Science & Technology Policy (S&T) policy is an essential contributor to dealing with these challenges; moreover, international cooperation and collaboration in S&T is vital to tackling these issues, since no single nation or even region is able to respond adequately by itself. Within this context, this book addresses recent developments in transatlantic S&T cooperation between the European Union and the United States. The EU-U.S. relationship dates back to the 1950s, with regular EU-U.S. Summits to assess and develop transatlantic cooperation. In the area of S&T, the EU and U.S. concluded an S&T Cooperation Agreement in 1998, renewed it in 2004, and extended it for another five years in July 2009. The research underlying this study is based on interviews with key stakeholders in the field, with an emphasis on: • potential new opportunities and new mechanisms for increased transatlantic EU – U.S. S&T cooperation under current conditions • examples of coordinated “science diplomacy” efforts • options for the development of effective joint efforts. While the project is focused on European-U.S. relationships, it also addresses issues of international S&T cooperation involving other regions, including Africa and Asia. The author highlights the urgency of S&T cooperation to address global issues, and the evolving roles of government, universities and research centers, and industry, in promoting successful strategies and programs.

As with any international agreement in science and technology, the accord's full potential will be realized only if it can encourage mutually beneficial cooperation. With this in mind, responsible officials of the European Union (EU) and the U.S. government contacted the National Research Council's Board on Science, Technology, and Economic Policy (STEP) to discuss how this negotiating success might be publicized and productively exploited. It was agreed that the STEP Board should organize a conference to celebrate the accord, inform the U.S. and European research communities of the agreement, and explore specific opportunities for enhanced cooperation. At the same time, the conference would provide the occasion to review existing and evolving areas of transatlantic cooperation in science and technology from the perception of the United States, the European Commission, and the member states of the European Union.

Book excerpt: How America used its technological leadership in the 1950s and the 1960s to foster European collaboration and curb nuclear proliferation, with varying degrees of success. In the 1950s and the 1960s, U.S. administrations were determined to prevent Western European countries from developing independent national nuclear weapons programs. To do so, the United States attempted to use its technological pre-eminence as a tool of “soft power” to steer Western European technological choices toward the peaceful uses of the atom and of space, encouraging options that fostered collaboration, promoted nonproliferation, and defused challenges to U.S. technological superiority. In Sharing Knowledge, Shaping Europe, John Krige describes these efforts and the varying degrees of success they achieved. Krige explains that the pursuit of scientific and technological leadership, galvanized by America's Cold War competition with the Soviet Union, was also used for techno-political collaboration with major allies. He examines a series of multinational arrangements involving shared technological platforms and aimed at curbing nuclear proliferation, and he describes the roles of the Department of State, the Atomic Energy Commission, and NASA. To their dismay, these agencies discovered that the use of technology as an instrument of soft power was seriously circumscribed, by internal divisions within successive administrations and by external opposition from European countries. It was successful, Krige argues, only when technological leadership was embedded in a web of supportive “harder” power structures.

Book excerpt: In this first ethnographic study of the European Space Agency, Stacia Zabusky explores the complex processes involved in cooperation on space science missions in the contemporary context of European integration. Zabusky argues that the practice of cooperation does not depend on a homogenizing of interests in a bland unity. Instead, it consists of ongoing negotiation of and conflict over often irreconcilable differences. In this case, those differences are put into play by both technical and political divisions of labor (in particular, those of big science and of European integration). Zabusky shows how participants on space science missions make use of these differences, particularly those manifest in identities of work and of nationality, as they struggle together not only to produce space satellites but also to create European integration. She argues that the dialectical processes of production include and depend on conflict and contradiction to maintain energy and excitement and thus to be successful. Participants in these processes are not, however, working only to produce tangible success. In her epilogue, Zabusky argues that European space science missions can be interpreted as sacred journeys undertaken collectively, and that these journeys are part of a fundamental cultural project of modernity: the legitimation of and aspiration for purity. She suggests, finally, that this project characterizes not only the institution of technoscience but those of bureaucracy and nationalism as well.

To this aim, they provide a framework for conferences and studies on subjects related to historical, cultural, ethical, social, but also economic and political aspects of science and technology. The originality of the Euroscientia Conferences, when compared with other initiatives in this field, is to address the questions dealt with specifically within their European dimension: attention is concentrated on the particularity of the situation in the field concerned in Europe in comparison with other parts of the world; the differences between European countries and regions; the aspects related to the process of building Europe; the needs and possibilities of collaboration at European level, etc. Over the years, the European Union has developed its own research policy. Conceived in order to both supplement and support national research efforts, this policy is implemented through large collaborative research programmes co-ordinated within the so-called pluriannual "Research and Technological Development Framework Programmes". The basic principles of these programmes are: stimulating the creation of collaborative networks across Europe; supporting joint research projects associating universities, enterprises and research centres from different European countries; and promoting the mobility of researchers and exchanges. The main characteristic of the Fifth Framework Programme (1998-2002) is to focus the European research effort on a limited number of subject matters relating to the large social and economic needs, issues and challenges which the European Union is currently facing: employment and industrial competitiveness; problems related to public health, environment, transport and, in general, the quality of life of European citizens
