Book excerpt: Excerpt from A History of England, Vol. 6: From the Conclusion of the Great War in 1815 More than a century before the Crimean War, France, in a treaty with the Porte, obtained for the Latin Church possession of all the places which it owned in The most important of these were the great Church of Bethlehem, the Sanctuary of the Nativity, the Tomb of the Virgin, the Stone of Anointing, and the Seven Arches of the Virgin in the tomb of the Holy Sepulchre; but the Latins also claimed the right of repairing the Cupola of the Church of the Holy Sepulchre.2 The atmos phere of the eighteenth century, however, was opposed to any zealous retention of these privileges, and the Latin races, read ing Rousseau and Voltaire, had not much thought for Holy Shrines in Palestine. But the Greek branch of the Christian Church was not affected by the influences which ultimately enshrined Reason in the capital of France. Its members still repaired in their hundreds and 'in their thousands to the Holy Shrines of Palestine. They occupied the places which the Latins neglected, they repaired the edifices which the Latins suffered to fall into decay, and they obtained special permits from the Porte authorising them to execute these works. If, therefore; the Latins had originally a treaty right, the Greeks in the course of time acquired by usage a right to occupy these sacred places. J unot, however, received instructions from Napoleon to make a military survey of Spain as he crossed it, and to put French garrisons into every place in Portugal he occupied. Napoleon, in a word, was not merely about to cheat his accomplice of its share of the Spoil; he was already arranging to plunder it of its own possessions. On October 28, 1807, Napoleon writes to his Minister of War I desire my troops shall arrive at Lisbon as soon as possible, to seize all English merchandise. I desire they Shall, if possible, go there as friends, in order to take possession of the Portuguese fleet. J unot was instructed by Napoleon himself to issue a proclamation declaring that the shedding of blood is repugnant to the noble heart of the Emperor Napoleon, and if you will receive us as auxiliaries, all will be well. By these means, Napoleon explains cynically, J unot may contrive to get to Lisbon as an auxiliary. The date of his arrival will be calculated here to a couple of days, and twenty-four hours later a courier will be sent to inform him that the Portuguese proposals have not been accepted, and he is to treat the country as that of an enemy. Eight or ten ships of war and all those dockyards, Napoleon coolly adds, would be an immense advantage to us. A large body of expert opinion, not inadequately substantiated by a cumulation of symptoms and events, held that the war as between those two countries was due to commercial jealousy, which had fomented so long that any unrelated incident would suffice to bring on war. Certainly that is what happened. In the German apologies for the war Great Britain was bitterly accused of envying German prosperity and of welcoming the war as an opportunity to crush German commercial and industrial competition. The strenuous efforts of British business interests to capture German trade have been cited as proof. For the British it was submitted that Great Britain entered the war only after extreme hesitation, and that the war on German trade was a result rather than the object of the conflict. Germany, the British charged, was waging war for economical aggrandizement. Bearing upon this accusation, the dynamic forces which swung Germany into the front rank of nations as an ambitious competitor of the world's trade in a comparatively short time may be reviewed. Besides a sentimental yearning for national unity, two factors operated together to mold the many petty German states into a united nation. The spectacular part was played by the Prussian army, under the control of domineering land-owning aristocrats like Prince Bismarck.
