The Duke of Newcastle, until July, 1860, seemed unconscious. Parliament slumbered. Not since April, 1854, had New Zealand papers been presented. In July, 1860, they were again laid on the table. The Duke wrote that he could not hold out any hope that it would be possible to increase permanently the present military force; sent out four silver-headed sticks to be given by the Governor to chiefs, 1 and started on a tour with the Prince of Wales to the United States, leaving Sir G. Corne wall Lewis and Mr. Chichester Fortescue to sign documents until his return. The former of the two brought a judgment to bear which the Duke had wanted. He saw danger. Mro Richmond's celebrated but (as he called it) able and interesting memorandum shocked him as it had shocked Sir W. Denison. Her Majesty's Government had very carefully considered the case, and were not prepared to meet Mr. Richmond's wishes. A policy which requires the continual presence of a large force carries, in most cases, its condemnation on its face. Book excerpt: Excerpt from Historical Records of New Zealand, Vol. 2 This volume is issued in accordance with the line of policy laid down in the Preface to Vol. I - to place at the disposal of the Public a further instalment of material when sufficient had accumulated to enable that to be done. As recent events in Parliament have shown that considerable misunderstanding exists regarding these Records, and the relation of the writer to them, the latter takes this opportunity of stating the position. There is in New Zealand no Department of Archives, nor are there any officers with the duty imposed upon them of collecting, arranging, and publishing material regarding the infant days of the Dominion. The writer's connection with the work is purely honorary, and comes about in this way: He is engaged privately in investigating the early history of New Zealand, from its discovery by Tasman in 1612 until the Proclamation over it of British Sovereignty in 1840, and from time to time publishes the results of his investigations. At present, having completed the southern, he is working on the history of the northern, portion of the Dominion. All that is quite apart from this work. Some years ago he was asked by the Ministry then in office - and the request has been endorsed by all their successors - to place at the disposal of the Dominion for publication all the documents which came to light in his search, and which, in his opinion, were worthy of publication in extenso. It was thought - and in the writer's opinion wisely thought - that many documents were of value quite apart from what the writer might take from them for the narrative in his private work. Book excerpt: Excerpt from Historical Records of New Zealand, Vol. 1 The object sought to be attained by the publication of the "Historical Records" of New Zealand can best be understood by a perusal of the preface to the "Historical Records" of New South Wales, printed in this volume. The reason why the method is adopted of explaining one set of Records by quoting the preface to another is that this volume comprises almost exclusively those documents among the "Historical Records" of New South Wales which concern the Islands of New Zealand. Those belonging to the years prior to 1811 have been extracted from the printed, those after that date from the manuscript "Historical Records," lying in Sydney, which latter, by the kindness of the New South Wales Government, were put at the disposal of this country. The New South Wales sources are therefore our sources, their preface our preface. So clearly are the objects to be gained by the publication of the material and the sources from which it has been procured stated in the preface to the "Historical Records" of New South Wales, that the Editor sees no necessity to deal at any length with the task of justifying or explaining the publication of this volume. The documents, it may however be mentioned, are arranged in chronological order, and it is intended to continue the issue of fresh volumes from time to time as the material obtained justifies that course. Already a very large amount of additional material, sufficient to warrant the belief that another two years should see a second volume emerge from the printer's hands, is ready for the compositor.
