Living in a crowded and circum scribed fragment of a fraction of the world which he is attempting to describe, he must transport himself by imagination to some higher sphere whence the nations and their fortunes may be seen to range themselves in intelligible perspective. Writing under the influence of momentary and transitory impressions, he must free himself from their bondage and pay homage to the future and the past. He must endeavour to see this world, not as it affects the prejudices, interests, and limited outlook of his contemporaries, but as it might appear to one who should look back on it without any personal concern in its turmoil. Only partial success is possible; but he may console himself for partial failure with the belief that he is handing down to posterity one of those records of contemporary impressions which history is bound to respect if only they be sincere, impartial, and accurately informed. Sources of information are not lacking. Secret history, such as is included in confidential papers and private correspondence, remains, for the most part, unrevealed. Rumours and false reports cannot yet be controlled or checked. But in the abundance of contemporary literature, solid as well as ephemeral, lies the answer to nine-tenths of all the historical problems relating to this age which will ever receive even an approximate solution. We are, in many ways, more amply instructed about our own time than we are in the affairs of any other age; the main difficulty lies in the fact that hardly a beginning has been made in the sorting, sifting, arranging, and summarising of the bewildering mass of accessible knowledge. With these difficulties we and our contributors have done our best to cope. A chapter on the foreign relations of the United States during the great Civil War finds a place in this volume, since it was observed that these relations had been insufficiently explained in the American volume (vol. And further elucidation was needed for the clear understanding of the Alabama question, which looms large in the opening years of our period. An introductory chapter deals with the larger aspects of world history in the period, and five chapters at the close of the volume treat of those movements that are most distinctive of the latter part of the nineteenth century: the development of an international code of law. He is not unmindful of what they have accomplished, or many more who have already finished their course. lie realizes that their abundant knowledge and superior ability have only been restrained by innate modesty and conscientious thoroughness from the field upon which he has ventured. Nothing indeed but the profoundest conviction that valuable information with regard to former days is constantly passing out of mind which future generations will be glad to possess and which no one else shows any disposition to preserve, could make him bold enough to brave the censure of the critical in lending a helping hand to rescue it from oblivion. All are ready to admit that private life, with its varied interests and pursuits, is an important subject for study, not of course entitled to the same consideration as the course of political events, the province of the regular historian, but both alike contributing to a thorough knowledge of the past. Book excerpt: Excerpt from Cambridge Gild Records The traces of craft gilds at Cambridge are scanty: this was not due to the absence of artisans; the shearmen in Shearers' Row and the wool-combers, who held a procession on St Blaise's day, have left their traces, but there does not appear to have been any local gild or company in connection with the clothing trade. Some Skinners had indeed formed a gild of their own in honour of St Katherine, but they made no effort to keep the membership or management of the gild entirely in the hands of men of their own craft, and they do not seem to have contemplated any trade objects in founding their society. It is possible that the existence of the University, and the rights of market supervision which it possessed, interfered with the development of bodies of townsmen, under municipal au thority, for the purpose of mutual supervision. It is interesting to notice that, however widely diffused and common the practice of association for common objects might be, consider able pains were taken to control it and that while towns were vigilant in permitting the existing or overhauling the proposed regulations of such bodies as professed to regulate trade, the ecclesiastical authorities were on the alert to protect the parishioners from the intrusion of private corporations in the use of the churches of the town. The most clearly defined line which we can hope to draw between merely 'social' gilds and 'religious' or 'craft' gilds, is likely to be found by noting the purpose for which any particular body desired to obtain special powers, and the nature of the public authority which it had to approach in order to secure them.
