This is especially true of the tobacco monopoly in colonial Mexico, whose revenues in the later half of the eighteenth century were second only to the silver tithe as the most valuable source of government income. This comprehensive study of the tobacco monopoly illuminates many of the most important themes of eighteenth-century Mexican social and economic history, from issues of economic growth and the supply of agricultural credit to rural relations, labor markets, urban protest and urban workers, class formation, work discipline, and late colonial political culture. Drawing on exhaustive research of previously unused archival sources, Susan Deans-Smith examines a wide range of new questions. Who were the bureaucrats who managed this colonial state enterprise and what policies did they adopt to develop it? How profitable were the tobacco manufactories, and how rational was their organization? What impact did the reorganization of the tobacco trade have upon those people it affected most—the tobacco planters and tobacco workers? This research uncovers much that was not previously known about the Bourbon government's management of the tobacco monopoly and the problems and limitations it faced. Deans-Smith finds that there was as much continuity as change after the monopoly's establishment, and that the popular response was characterized by accommodation, as well as defiance and resistance. She argues that the problems experienced by the monopoly at the beginning of the nineteenth century did not originate from any simmering, entrenched opposition. Rather, an emphasis upon political stability and short-term profits prevented any innovative reforms that might have improved the monopoly's long-term performance and productivity. With detailed quantitative data and rare material on the urban working poor of colonial Mexico, Bureaucrats, Planters, and Workers will be important reading for all students of social, economic, and labor history, especially of Mexico and Latin America.

Her long service fighting for the Spanish empire in Peru and Chile won her a soldier's pension and a papal dispensation to continue dressing in men's clothing. A church official and loyal royalist, he came to Mexico in 1571 to establish the Inquisition and later became archbishop and viceroy for the region. This new edition of Stafford Poole's definitive portrait of Moya de Contreras, first published in 1971, now offers an expanded understanding of this enigmatic figure's influence on the development of New Spain. In tracing the career of a sixteenth-century church official and administrator who was more notable for what he did than for who he was, Poole offers a rich source of information about Spanish rule in colonial Mexico and the evolving relationship between the Spanish monarchy and the Catholic Church. For this second edition, Poole draws on newly available sources to fill in gaps regarding Moya de Contreras's shadowy early career and final years in Spain. He also explores in greater depth the churchman's influence as Grand Inquisitor in light of the plethora of new research and recent publications on the Spanish Inquisition. Poole shows that Moya de Contreras was as diligent at carrying out the tortures of the Inquisition as he was at exposing government and church corruption. His reforming zeal reached its culmination in his leadership of the Third Mexican Provincial Council of 1585, which enacted a legal code for the Mexican Church that lasted more than three hundred years.

Seen in aggregate, they reveal an ongoing urban process at work; seen as a "composition," they reveal changes over time in societal values and aspirations and in the direction of the revolution. This book focuses on structure, change, and process for this remarkable city "in the true image of the gigantic heaven." The changes described in Fuentes' narrative are man-made, not wrought by impersonal or natural forces except on the rare occasions of earthquake and flood. Patrice Elizabeth Olsen views Mexico City as an artifact of those who created it—representing their ardor, humanity, and religion, as well as their politics. Individual chapters detail the expression of revolutionary values and aims in the physical form of Mexico City's built environment between 1920 and 1940, examining direction and meaning in terms of who is given license to design and build structures in the capital city, and equally important, who is excluded. Through the reshaping of the capital the revolution was extended and institutionalized; physical traces of the process of negotiation that enabled the revolution to be "fixed" in the Mexican polity appear in the city's skyline, parks, housing developments, and other new construction, as well as in modifications to existing colonial-era buildings. In this manner, the author argues, Mexico City's urban form crystallized as a product of the revolution as well as a part of the revolutionary process, as it has been of other conquests throughout its history.
