Book excerpt: No struggle has been more contentious or of longer duration in Mexican national history than that between a centripetal power in the capital and the centrifugal federalism of the Mexican states. Much as they do in the United States, such tensions still endure in Mexico, despite the centralising effect of the Mexican Revolution of 1910–20. Timothy E. Anna turns his attention upon the crucial postindependence period of 1821–35 to understand both the theoretical and the practical causes of the development of this polarity. He attempts to determine how much influence can be ascribed to such causes as the model of the United States, the effect of European thinkers, and the shifting self-interest of various leaders and groups in Mexican society. The result is a nuanced and thoughtful analysis of the development of one of the defining characteristics of the Mexican nation: regional power and sovereignty of the state. Forging Mexico, 1821–1835 is a study both of the political history of the first republic and of the struggle to forge nationhood. Timothy E. Book excerpt: This book is a radical reinterpretation of the process that led to Mexican independence in 1821—one that emphasizes Mexico's continuity with Spanish political culture. During its final decades under Spanish rule, New Spain was the most populous, richest, and most developed part of the worldwide Spanish Monarchy, and most novohispanos (people of New Spain) believed that their religious, social, economic, and political ties to the Monarchy made union preferable to separation. Neither the American nor the French Revolution convinced the novohispanos to sever ties with the Spanish Monarchy; nor did the Hidalgo Revolt of September 1810 and subsequent insurgencies cause Mexican independence. It was Napoleon's invasion of Spain in 1808 that led to the Hispanic Constitution of 1812. When the government in Spain rejected those new constituted arrangements, Mexico declared independence. The Mexican Constitution of 1824 affirms both the new state's independence and its continuance of Spanish political culture.

The process began with the revolutions in the Atlantic World, from where it spread to other regions. The present volume looks into the complex of constitutions, the fundamental values conveyed by the constitutional texts, the building and functioning of new constitutional bodies and their symbolic representation. All the authors work on the assumption that in order to fully understand the constitutional order and its history, it is necessary, in addition to studying the legal text, to analyse its special forms of implementation and legitimisation. Therefore, culture is seen as an important component of constitutional history. The volume brings together historians from Argentina, France, Germany, Great Britain, Spain and the United States; all are specialised in constitutional history and political culture in the 19th century. Their contributions include case studies on the colonial European powers as well as their colonies or ex-colonies in the Americas. A special aim of the volume is to show the connectedness of the constitutional processes that took place in these regions during the late 18th and the 19th centuries. By connecting two vibrant research areas, this volume makes an important contribution to studies on political culture and the history of the Atlantic World. The book targets a broad academic readership, especially in the fields of cultural studies, history, and political science, and contributes to an internationalisation of the academic debate on the concept of constitutional culture.

Book excerpt: Mexico City's public markets were integral to the country's economic development, bolstering the expansion of capitalism from the mid-nineteenth to mid-twentieth centuries. These publicly owned and operated markets supplied households with everyday necessities and generated revenue for local authorities. At the same time, they were embedded in a wider network of economic and social relations that gave market vendors an influence far beyond the running of their stalls. As they fed the capital's population, these vendors fought to protect their own livelihoods, shaping the public sphere and broadening the scope of popular politics. Vendors' Capitalism argues for the centrality of Mexico City's public markets to the political economy of the city from the restoration of the Republic in 1867 to the heyday of the Mexican miracle and the PRI in the 1960s. Each day vendors interacted with customers, suppliers, government officials, and politicians, and the multiple conflicts that arose repeatedly tested the institutional capacity of the state. Through a close reading of the archives and an analysis of vendors' intersecting economic and political lives, Ingrid Bleynat explores the dynamics, as well as the limits, of capitalist development in Mexico.

Yet there has never been general agreement on what the revolution meant, what its objectives were, and whether they have been accomplished. This pathfinding book shows how Mexicans from 1910 through the 1950s interpreted the revolution, tried to make sense of it, and, through collective memory, myth-making, and history writing, invented an idea called "la Revolución." In part one, Thomas Benjamin follows the historical development of different and often opposing revolutionary traditions and the state's efforts to forge them into one unified and unifying narrative. In part two, he examines ways of remembering the past and making it relevant to the present through fiestas, monuments, and official history. This research clarifies how the revolution has served to authorize and legitimize political factions and particular regimes to the present day. Beyond the Mexican case, it demonstrates how history is used to serve the needs of the present.
