Emmanuel Mourlon-Druol highlights two long-term processes in the monetary and economic negotiations in the decade leading up to the founding of the EMS in 1979. The first is a transnational learning process involving a powerful, networked European monetary elite that shaped a habit of cooperation among technocrats. The second stresses the importance of the European Council, which held regular meetings between heads of government beginning in 1974, giving EEC legitimacy to monetary initiatives that had previously involved semisecret and bilateral negotiations. The interaction of these two features changed the EMS from a fairly trivial piece of administrative business to a tremendously important political agreement. The inception of the EMS was greeted as one of the landmark achievements of regional cooperation, a major leap forward in the creation of a unified Europe. Yet Mourlon-Druol’s account stresses that the EMS is much more than a success story of financial cooperation. The technical suggestions made by its architects reveal how state elites conceptualized the larger project of integration. And their monetary policy became a marker for the conception of European identity. The unveiling of the EMS, Mourlon-Druol concludes, represented the convergence of material interests and symbolic, identity-based concerns.

The Natural Real Exchange Rate approach (NATREX) taken here offers an alternative paradigm to those which focus on short-run movements of nominal eschange rates, purchasing power parity of the representative agent intertemporal optimization models. Yet it is also neo-classical in its stress upon the accepted fundamentals driving a real economy. It concentrates on the real exchange rate, and explains medium- tolong-run movements in equilibrium real exchange rates in terms of fundamental variables: the productivity of capital and social (public plus private) thrift at home and abroad. The NATREX approach is a family of growth models, each tailored to the characteristics of the countries considered. The authors explain the real international value of the US dollar relativ to the G10 countries, and the US current account. These are two large economies. The model is also applied to small economies, where it explains the real value of the Australian dollar and the Latin American currencies relative to the US dollar. The model is relevant for developing countries where the foreign debt is a concern. Finally, it is applied to two medium-sized economies to explain the bilateral exchange rate between the French franc and the Deutsche Mark. The authors demonstrate both the promise of the NATREX model and its applicability to economies large and small. Alongside the analysis, econometrics, and technical details of these case studies, the introductory chapter explains in accessible terms the rationale behind the approach. The mix of theory and empirical evidence makes this book relevant to academics and advanced graduate students, and to central banks, ministries of finance, and those concerned with the foreign debt of developing countries.

About the Author Michel Dessart devoted some part of his youth organizing Sunday meetings and holidays camps for young parishioners. Later, in his professional life, he was known as a fair leader, be it as a division chief or a director. He was involved in two strong communities, the purpose of which was to prepare their members for the Catholic priesthood. In the first, a university seminary, he obtained a bachelor’s degree in philosophy at the University of Louvain, with a thesis on Aristotle’s “Treatise on Soul”, which won the first prize of the Inter-University Contest in philosophy. In the second community, in Rome, he had to spend four years to study the Catholic theology. However, after two years, he quit because he refused to commit to the ecclesiastical celibacy. He taught in Belgian schools and undertook economic studies at the University of Liège. Then, as a researcher at the National Fund for Scientific Research, he studied the possibility conditions of a European monetary policy. His Ph.D. thesis in economics was crowned by the Royal Academy of Belgium. Recruited by a large bank in Brussels, he became an economic adviser in Côte d’Ivoire and Senegal. Then he joined an international institution in Washington D.C. He was a well-known consultant-trainer in many African countries. He authored several economic books and papers.
