Book excerpt: The present study has been carried out in Eastern Dry Zone of Karnataka which is one of the major agricultural production zone facing sever labour shortage and have scope for mechanization. The primary data for the study has been collected from the 30 CHS providers and 150 farmers. The study focused on characteristic features, farm machinery inventory available with different custom hire service (CHS) providers, economic feasibility, investment pattern, benefits in use of different CHS providers and problems faced by the farmers as well as the CHS providers in the study region. The results indicated that the government subsidized Non Governmental organization (NGO) operated CHSCs are following stringent norms in providing farm machinery services and payments towards services compared to other CHS providers in the study region. The NGO operated CHSC in Chikkaballapur had invested highest compared to other CHS providers. Irrespective of the CHS providers and region, the investment made on tillage equipments was the highest. However, the government subsidized CHSCs own maximum number farm machinery inventory compared to other CHS providers irrespective of the region. The feasible factors highlighted that all the government subsidized CHS providers are economically feasible and NGO operated CHSC in Tumkur is capable of generating higher returns. In addition, it was found that the farmers have realized 10 to 20 per cent higher returns from using custom hire services from government subsidized CHSC than other CHS providers. The non-availability of skilled labour, spare parts of farm machinery and repair and maintenance and local workshops were the major constraints faced by the CHS providers. While non-availability of machinery services in time, quality of farm operation and payment options were the major constraints faced by the farmers.

The ten key elements required in a framework for SAMA are as follows: The analysis in the framework calls for a specific approach, involving learning from other parts of the world where significant transformation of the agricultural mechanization sector has already occurred within a three-to-four decade time frame, and developing policies and programmes to realize Africa’s aspirations of Zero Hunger by 2025. This approach entails the identification and prioritization of relevant and interrelated elements to help countries develop strategies and practical development plans that create synergies in line with their agricultural transformation plans. Given the unique characteristics of each country and the diverse needs of Africa due to the ecological heterogeneity and the wide range of farm sizes, the framework avoids being prescriptive.

Book excerpt: Rural women across the world work along agri-food value chains performing numerous agricultural operations. Their work is increasingly affected by land degradation, climate change impacts, and out-migration. It is often unrecognized, unqualified, and unpaid. Moreover, the traditional division of labor often relegates women to manual, time-consuming operations with high degrees of drudgery. The combination of family responsibilities and insufficient access to critical services, information, and technologies, affects women’s work burden and their potential for income generation. For example, fewer rights over land make it more difficult for women to access subsidies, finance, or mechanization. There are three ways in which sustainable mechanization can empower women and respond to their needs: as customers of mechanization service providers - reducing their drudgery, and freeing up time for resting or opting for other social or economic activities; as operators of machinery and equipment or staff of a mechanization hiring services business - offering their service to others to earn an income; as entrepreneurs managing their own mechanization hiring services agribusiness - providing a service for other farmers and generating revenue. The goal of this catalogue is to promote and support women’s access to sustainable agricultural mechanization as operators and/or managers. It lists and provides information on market-tested machinery and equipment for crop production and post-harvest operations. This catalogue highlights the potential for smallholder farmers, including women, to earn an income via mechanization hire service. The information for each machine or equipment includes: its function its main features what it is suitable for its technical specifications (key features only) where to buy its pictures. The target audience includes extensionists, gender experts, agricultural engineers, government officials, donors, micro-finance institutions, and implementing partners seeking to: promote inclusive agricultural mechanization interventions; reduce women’s drudgery and improve the efficiency of tasks they perform; address gender issues in agriculture; support economic opportunities for women as entrepreneurs.

Using the case of Ejura-Sekye-dumase district, this research examines the implications of the adoption of mechanical technology in agriculture for farmers and institutions based on perspectives that go beyond the suppliers and users of mechanization ser-vices alone. The results suggest that, in addition to rising population density and favorable access to local and regional markets, the current pattern of use of tractors by farmers in Ejura district emerged from favorable histori-cal and institutional factors. The current arrangement involving a network of private tractor owners providing trac-tor hire services to a broad set of farmers draws upon the legacy of an earlier institutional intervention and is sus-tained organizationally through kinship and other existing social relationships within and outside the district. More-over, the expansion of tractor use has created a set of new roles and relationships within the network. Participa-tion in the network is affected by various factors, including farmer’s access to capital and knowledge, experience, and contacts. This privately operated network is significantly more efficient and provides small-scale farmers with considerably better access to plowing service than did previous government-managed systems. Further develop-ment of the tractor service sector is likely to improve the quality of mechanization offered to smallholder farmers, enhance bargaining power for farmers seeking such services, and reduce structural weaknesses within the net-work.

Book excerpt: A renewed focus on agriculture’s potential contribution to economic transformation in Africa has resulted in increased attention paid to agricultural mechanization. African agriculture still relies predominantly on human muscle power despite anecdotal evidence on urbanization and rising rural wages, in contrast to other developing regions that have experienced rapid increases in agricultural mechanization during the past few decades. Past state-led mechanization pushes in Africa often failed due to insufficient understanding of the nature of demand for mechanization technologies among farmers and insufficient knowledge of private-sector functions. This background paper reviews the factors likely to influence farmer demand for mechanization in Africa and details different existing and potential mechanization supply models. Although an empirical analysis of mechanization demand and the effectiveness of supply chains is beyond the scope of this paper, in part due to data limitations, this paper suggests that demand for mechanization may be emerging in some parts of Africa. It also suggests that private-sector-driven supply models are better positioned to meet this demand than direct government involvement and certain types of subsidized programs. The paper then identifies possible areas for government support to complement private-sector leadership in developing mechanization supply chains. Nevertheless, significant further research is required to better understand the changing nature of mechanization demand in Africa and the extent and effectiveness of different supply models in meeting it.
