This report of the Transportation Research Board describes the various types of highway- rail crossing surfaces, and the issues related to design, operation, and maintenance. Design elements include intersection geometry; drainage; special users, such as bicyclists; and descriptions of failures and their causes. Information is presented on crossing material selection factors, including life-cycle costs and on state practices in selection. Funding issues are also discussed.

Book excerpt: Highway-railroad grade crossings are an integral part of the transportation system, allowing the two modes to operate in the same areas. Performance of the surface material at grade crossings has been an ongoing issue. This study reviewed the literature available on grade crossing surface materials and the crossing records available from MDOT in an attempt to determine which surface materials perform best for given traffic levels and site conditions. The study team found that the data currently available was not adequate to perform credible analysis of the situation, and recommended additions to the grade crossing data collected by MDOT, and a reporting method for that data. The team also made recommendations on a method to improve the rating system used by MDOT inspectors for crossing surface condition.

These crossings were composed of various types of rubber, high-density polyethylene, precast concrete or steel plate construction and were installed under varying ADT situations. Six interim reports profiled construction techniques, durability of proprietary surface crossing materials, rideability characteristics, effectiveness of drainage, track rehabilitation procedures and included statistical rail and traffic data. Performance evaluations were conducted examining criteria necessary for establishing departmental policies, procedures and specifications with regard to railroad-highway grade crossings and determining the materials' suitability for inclusion on the Qualified Products List.
