Identifying cost saving strategies is one of the ways of efficient utilization of available funds (federal and local) by the state Department of Transportations (DOTs) and Local Public Agencies (LPAs). A case study comprising of a sample pair of projects (a federal-aid project and a 100% locally funded project) constructed in Elkhart County, Indiana was undertaken to compare construction costs when sources of funding vary. Based on analysis of cost details from these two projects and discussions with the general contractor involved with these projects and other contractors in Indiana, possible reasons of cost differences between the projects were identified. Pavement evaluation tests were conducted to compare the pavement conditions of the road sections built under the two sample projects. This report presents some observations regarding cost differentials between federally funded projects vs. 100% locally funded projects, and provides some suggestions for future investigation and study.

Book excerpt: Research was performed to determine total costs (construction and road user costs) and safety impacts associated with traffic control through work zones on rural four-lane, divided highways using single lane closure (SLC) versus two-lane, two-way traffic operations (TLTWO). An informational guide for use in selecting cost-effective traffic control strategies for proposed construction projects was also prepared. Construction data were collected from 51 construction projects in 11 States, and traffic capacity delay studies were conducted at 25 projects in 10 States. Guidelines are presented in this report for selection of the best traffic control alternative between SLC and TLTWO. A simplified procedure to estimate road user costs for SLC and TLTWO traffic control strategies is also included. This guide is Volume II of a two-volume series. Volume I (FHWA-RD-89-209) is the final report.

Book excerpt: Construction cost inflation is affecting many state highway agencies including the Texas Department of Transportation While some of this increase can be attributed to factors such as soaring cost of energy, reports of large variations in cost of bid items among different districts indicate that the problem is more complex. Indeed, there are many other factors affecting the recent increase in construction cost including design requirements, work restrictions, bidding procedures, and competition. The goal of this research is to identify these factors, or the root causes contributing to the increase in construction cost, and propose the methods that can address them. The research approach is based on four sequential steps: identification of the methods, collection of the data from the interim workshops, assessment of the impact of the methods on adopted performance measures, and development of recommendations and guidelines on how to modify construction projects to reduce or contain the construction cost while maintaining quality. The results from a Delphi study show that the cost reduction methods (both on a project or program level) could be used to reduce or contain the cost of highway construction.
