Book Highway Administration and Finance Classic Reprint

Download or read book Highway Administration and Finance Classic Reprint written by Thomas R. Agg and published by . This book was released on 2015-08-04 with total page 396 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Highway Administration and Finance Highway Administration and Finance was written as a text and reference book on the management and economic phases of highway engineering. These constitute an increasingly important and exacting part of the procedure incident to the development of modern highway systems. A state or a municipal highway department is called upon to exercise three distinct types of administrative functions. One is to aid in securing legislative enactments that will afford an adequate legal basis for the work of the highway department, another is to assist in creating a sound financial system to meet the cost of highway improvement, the third, and most exacting, is to organize and supervise the activities of the staff engaged in the construction and maintenance of roads and pavements. The material presented herein is intended to serve as a basis for the study of these three phases of highway administration. It is contemplated that considerable collateral reading will accompany the use of the text and accordingly numerous references are inserted throughout the book. Those who wish to do no more than acquire a general knowledge of the subject will find the text itself sufficiently complete for that purpose. While this treatise is to a considerable extent a compilation of the literature of the subject, the authors have not hesitated to interject many observations based on their experience in their respective fields and continuous contacts with highway administration over a period of many years. At Ames, the subject matter of this treatise is the basis for two courses, each of three quarter credits, the one being on highway jurisprudence and finance, and the other on highway department organization and construction management. It is quite possible by limiting the amount of supplementary reading to cover the entire book in a course of three semester credits. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Highways Green Book: Third Annual Edition, 1922 O combine in one volume a compendium of the outstanding highway activities of the past year and a forecast of the future is the Object of the Highways Green Book. Doubtless the most noteworthy highway achievement of 1921 was the passage of the Federal Highway Act which for the first time confines Federal aid road funds to a definite system of inter state and inter-county roads comprising not over seven per cent of the total mileage in each State and which at the same time pro vides at the suggestion Of President Harding, a plan by which these roads are to be adequately maintained. Thus the most im portant milestone in our highway history has been passed. Unusual progress was made last year in the matter Of highway research and highway engineering and transport education. For ward legislation in a number of States looking to more efficient administration of highway affairs, a larger measure Of centralized control and greater revenues from bond issues and taxation has been adopted. These subjects and many others of interest to students of current highway legislation, economics, taxation, progress, construction, maintenance and transportation are ably treated in the pages of this book by the best known highway authorities in the country. The Chairman Of the A. A. A. Good Roads Board believes that this book is a veritable storehouse of information on nearly every important phase of the subject of highway development and that it will, therefore, appeal to public speakers, legislators, college and high school students, newspaper and magazine writers, automobile and commercial Clubs, good roads associations, manufacturers of road building machinery and materials, contractors, public spirited citizens and above all motorists. The Good Roads Board of the A. A. A. Gratefully acknowledges its indebtedness to all those who have in a broadminded spirit of cooperation contributed their time and effort to make the 1922 edition of the Highways Green Book a success. This book was released on 2017-12-11 with total page 558 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Highways and Highway Transportation The following pages on Highways and Highway Trans portation do not pretend to be an exhaustive treatise on the subject, but rather a glimpse of the vast development ofthe humble road and its office as an agency for transportation. Possibly the grandeur of the mountains is best appreciated by one who lives among them, who climbs their acclivitous heights, who daily experiences their power and majesty, and measures their magnitude by grim muscular exertion. But, even so, it would be foolish to contend that he who gets his information from the seat of a Pullman car receives no benefit from the hasty glimpse, or, that his imagination is not quickened and cultured by the experience. In writ ing this book, then, I have had constantly in mind the myriads of people who have not the time, and possibly not the facilities, to search the pages of the literature of the past for the origin and development, or to work out their present importance, of our amplification of roads and of road uses. It is felt that many of these people laudably desire a conversational knowledge of the origin, evolution and present status of highway transportation, even though it be glimpsed by a'very rapid passage through a very large subject. The primary objects have therefore been, to sketch briefly and simply the development of the transportation systems of the United States, to indicate their importance and mutual relations, to present some practical methods used in the operation of highway transport and to make occa sional suggestions for the betterment of the road as a usable machine for the benefit and pleasure of mankind. Book Highway Finance

Download or read book Highway Finance written by N. Kent Bramlett and published by . This book was released on 1983 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: This publication contains two reports on highway finance. The first report, "The Evolution of the Highway-User Charge Principle," examines the financing concept that, for the most part, pays for building our highways, their maintenance and other related highway costs. It examines the history of road and highway financing in the U.S. and the development of the "user-pays" concept. The user-nonuser debate is described, including who benefits from highways. The second report, "State Highway Finance Trends," examines the means of fiscal revival in State highway programs. It identifies and analyzes representative fiscal mechanisms of the several States which are responsible for the fiscal recovery. It also discusses implications such as the broadening of the scope of State transportation programs, including multimodal financing, highway-user subsidization of public transportation, and the nonuser revenue support of highway and transportation programs.

Book Illustrated Lecture on Public Road Improvement Classic Reprint

Download or read book Illustrated Lecture on Public Road Improvement Classic Reprint written by United States Department Of Agriculture and published by Forgotten Books. This book was released on 2017-11-19 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Illustrated Lecture on Public-Road Improvement Usually the question of financing road improvement is con cerned with deciding, first, how much money is needed, and, second, whether it shall be raised by the sale of bonds or by direct taxation. A road map which shows, in addition to the roads, the distribution of population and industries and avail able road-building materials, affords a fair basis for planning a system of improved roads as well as for making a rough estimate of construction costs. After the amount of money required has been estimated, the matter of interest rates should be ai considerable factor in determining whether the funds shall be raised by means of bonds or by direct taxation Whatever method of financing road construction may be adopted, the funds for maintenance should be raised by direct taxation, and ample provision for this item should always be included in the plan of finance.
