The factors under study were the reading achievement of students with mild disabilities in classes taught by teachers who were highly qualified in reading (as defined by NCLB legislation), not highly qualified in reading, and teachers highly qualified in both reading and special education (distinguishing between traditional and alternate special education certification). In addition, student demographics and teacher demographics were analyzed as covariates to determine their effects on student achievement.

Book excerpt: Despite the fact that the early reading proficiency for all children has become a national mandate captured in both the No Child Left Behind (NCLB) Act and the Individuals with Disabilities Education Act (IDEA), the poor performance of America's fourth graders on national examinations of reading proficiency indicates that the nation is far from achieving that goal, especially for minority students. This is all the more disappointing given that advances in research now provide a scientific basis for reading instruction that promises to enable nearly all but the most severely handicapped students to become proficient readers by Grade 4. Both NCLB and IDEA have invoked scientifically based reading research as the basis not only for mandating the adoption of scientifically based reading instruction but for related changes in education policy. Coupled with the emphasis in the federal legislation on putting "highly qualified" teachers who teach core content in all the nation's classrooms, scientifically based reading research has become central to the requirement that all elementary and special education teachers be adequately prepared to teach reading. Presently, not only are far too few teachers proficient in scientifically based reading instruction, but far too many of the programs that prepare the nation's teachers are failing to give them the grounding they need in order to become proficient. The following three prominent points of impact are especially important in addressing this situation: (1) Professional association standards, including program accreditation standards; (2) State standards for program approval and teacher licensure; and (3) The teacher preparation curriculum in institutions of higher education or other teacher preparation venues. Appendices include: (1) NCLB Criteria for Scientifically Based Research; (2) Scientifically Based Reading Instruction Innovation Configuration; and (3) Research Methodologies. (Contains 1 figure.).

To improve reading skills a consensus exists that schools should use research-based curriculum and provide on-going professional development for teachers. This study examined the use of Direct Instruction (Adams & Engelmann, 1996) curriculum with students in special education at the high school level and measured the effects literacy coaching had on teacher fidelity of instruction and, subsequently, on students. Results indicated (a) students with learning disabilities at the treatment school performed reliably better on a measure of reading progress compared to peers at two comparison schools; (b) teachers at the treatment school had the highest fidelity ratings, (c) students at all schools improved their reading achievement regardless of the degree to which they implemented instruction with high fidelity. These results were interpreted to show that on-going professional development in the form of a Direct Instruction coach has positive effects on teacher fidelity and student reading achievement. Recommendations are presented for instructional practice and future research.

Book excerpt: Despite the efforts to improve the reading achievement of students with dyslexia and other language based learning disabilities in recent years, little progress has been made towards increasing the reading proficiency of this population of students and closing the achievement gap between students identified as having a disability, as compared to typically developing peers. Given the importance of reading proficiency, it is imperative that educators use the most effective curriculum and interventions possible. Yet, most special educators continue to rely upon teacher made and selected materials along with trade books for teaching reading. The Orton-Gillingham-based reading pedagogy has been used in the United States since the 1930's to teach students with learning disabilities. However, due to a lack of published research the pedagogy has been relegated to the status of unscientifically proven, and few public schools are able to implement the methodology with their struggling students due to NCLB and the Individuals with Disabilities Education Act (IDEA) mandates to use only curriculum and methodologies that are scientifically proven. In addition, while there are over forty years of research to support the use of scripted Direct Instruction programs as one of the most effective instructional methods for at-risk students, few studies have specifically looked at the effectiveness with students identified as having dyslexia or other language based learning disabilities. There is a need to address the significant gap in the literature regarding the effectiveness of these methodologies with students identified as having learning disabilities in reading. By employing a quasi-experimental design, and implementing the two intervention curricula for a ten-week period, and assessing reading achievement pre and post-test using Measures of Academic Progress - Reading (MAP-R), one-way ANCOVA was used to compare the adjusted means of the reading performance variables. While the quantitative data in this study failed to provide clear and statistically significant results showing one curriculum to be more effective than the other, the qualitative data from open-ended interviews of the teachers and paraeducators in the study provided insight into the educators' experiences implementing the intervention curricula with students. The themes that surfaced from these interviews offer insight for future development of reading intervention curriculum, as they provide awareness of the importance that educators place upon scaffolding and multi-sensory learning opportunities in educational materials, as well as the student-teacher relationship, for students with learning disabilities. Further, the interview findings suggest the need for on-going support of teachers and paraeducators as they implement new curricula, so that they may overcome any implementation challenges and successfully implement the materials with full fidelity.
